General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
 
 
 
 
Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Experience in working in or with the media or in public relations, particularly in gathering, organizing, editing and disseminating information
  • Excellent oral and written English communication skills, including the ability to prepare news- related documents and public presentations in simple, clear language for a broad non-diplomatic audience
  • Good analytical and interpersonal skills
 
 
 
 
Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First-level university degree in journalism, international relations or related field, communications, public relations, media studies or professional certification in journalism, public relations or media technology

Experience:

Minimum 6 years of relevant professional experience

 
 
 
 
Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • Background in delivering strategic communication, including relevant media experience on behalf of an organization or in a press environment;
  • Experience with structuring and writing of articles, organizing press conferences and media events;
  • Strong writing skills for a variety of audiences, print and social media;
  • Comprehensive knowledge and experience of media affairs; ability to provide concise media analysis;
  • Knowledge of the historical and current political situation of the Mission area;
  • Experience in working with journalists, providing media briefs and handling enquiries;
  • Extensive field experience and ability to work independently;
  • Ability to plan, organize, co-ordinate and monitor work of staff in multi-disciplined activities and provide guidance to others; willingness to join patrols and produce visual materials;
  • Demonstrated flexibility and ability to work within limited timeframes and with minimum supervision;
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environment;
  • Professional fluency in English, both oral and written, and the ability to draft texts clearly and concisely;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity;
  • Cultural sensitivity and sound political judgement;
  • Familiarity with the use of internet, intranet, digital photography and video;
  • Ability to operate Windows applications, including word processing, databases, and e-mail.

Desirable:

  • Experience of working in an international organization, public affairs or professional communications and media;
  • Competence in print, electronic and social media and video media production and the mechanics of print and digital technology;
  • Working knowledge of Ukrainian and/or Russian language(s).
 
 
 
 
Tasks and Responsibilities

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Main duty station will be in Luhansk Monitoring Team with regular trips to other offices.

Under the direct supervision of the Team Leader, and overall guidance of the Head of Press and Public Information Unit (PPIU), as Media Co-ordinator you will be performing the following duties:

  1. Implementing PPIU's media strategy designed to generate maximum positive local, regional and international coverage of Mission activities; providing regular media briefs and analysis for senior management, including PPIU;
  2. Managing media staff in LMT in all aspects of performance management and delivery of the strategic communication as instructed by PPIU;
  3. When asked, organising press conferences and interviews and outreach events;
  4. Planning and organizing outreach activities in co-ordination with PPIU and the Team Leader;
  5. Providing regular analysis of the main media developments locally and regionally; input focused on the impact on the Mission's mandate; mapping of the media; close monitoring of the main political developments;
  6. When tasked by PPIU, providing media policy advice to SMM mission members and co-ordinating press requests from domestic and foreign journalists;
  7. Contributing proactively regular input for PPIU content on the Mission's website and social media channels;
  8. Co-ordinating with the hubs and forward patrol bases for outreach and visibility;
  9. Following developments in Ukrainian and regional media in fields relevant to the Mission's mandate;
  10. Conducting regional outreach activities in support of the Mission's mandate, in co-ordination with the Team Leader;
  11. Performing other duties as assigned.
