Background
In 2016, the Government adopted a Regulation on the Minimum Standards for the Public Consultation Process, which aims to encourage and ensure a public consultation process between public institutions, stakeholders and the public for an inclusive participation in the decision and policymaking process of public interest. The Regulation also aims at increasing transparency and accountability of public authorities towards the stakeholders and the public. The Regulation specifies the minimum standards, principles and procedures of the public consultation process between public institutions, interested parties and the public, in the process of drafting policies and legislation. The minimum standards for public consultation set in this Regulation are applicable for all documents, the drafting process of which requires public consultations starting from 1 January 2017 .
To that end, the online platform was launched in October 2018 to ensure the implementation of minimum standards for public consultations. This platform provides the opportunity for all relevant parties to be invited and included in the decision and policymaking process. This platform ensures the communication process between public institutions, stakeholders and the public for an inclusive participation in the decision and policymaking process of public interest and the improvement of the transparency and accountability of public institutions towards stakeholders and the public. However, members from the civil society are still not fully utilizing the opportunity to get engaged in this process, therefore a need arose to think about possibility of adding new features to the platform in order to make it more viable for targeting specific interests.
Objective
The objective of the consultancy is to propose to the Office of Good Governance (OGG) within the Prime Minister’s Office concrete recommendations for the expansion of features on the Online Platform for Public Consultations.
The duration of consultancy is twenty (20) days.
Tasks and Responsibilities:

Deliverables:
Provide either online or in person workshop to receive feedback from technical and professional staff from the Office of the Prime Minister as well as NGOs, non-majority communities, women and youth. [By 10 November 2020] A proposal on how to expand the existing online platform submitted after workshop and feedback is concluded and submitted to the Chief of LJS, for onward transmission to the OGG. [By 20 November 2020] Final report with feedback from participants and concrete recommendations for the expansion of the Online Platform features, submitted on time as well as final activity report to Chief of LJS.[By 15 December 2020]

Remuneration Package
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
