Background information

In the framework of the project “Enhancing Cybersecurity and Transparency of Election Processes in Ukraine” the OSCE PCU plans to introduce the electronic workflow system for the Central Election Commission (CEC) by procuring relevant software and providing a training for the CEC personnel on use of the system. In September 2020, the PCU agreed on Technical Requirements for the CEC workflow system and now needs an expert to prepare a comprehensive Terms of Reference for the CEC electronic workflow based on those requirements. The Terms of Reference will be used for contracting a company to provide a licensed software for electronic workflow, install it in the CEC and conduct a training on its use for the CEC personnel.
During 2019-2020 the PCU developed a software of the Electronic Cabinet for territorial election commissions (EC TEC) to assist TECs in improving transparency of its operations during the 2020 Local Elections in Ukraine. Therefore, the PCU is looking for an Expert to assess vulnerability of the EC TEC and provide practical recommendations on cybersecurity of the EC TEC software and database based on the assessment outcomes.

Please note that this is a consultancy assignment for the period of approximately one month.
The expert will be required to work from home.

Task

In close consultation with the representatives of the Project beneficiary and the OSCE PCU Project team, the selected expert is expected to:

• prepare the comprehensive Terms of Reference for CEC electronic workflow based on Technical Requirements for the CEC workflow system provided by the PCU.
and/or:

• assess vulnerability of the EC TEC software and database;

• prepare recommendations based on based on the assessment outcomes for improving integrity and safety of the EC TEC software and database.

Necessary Qualifications:

• university degree in IT, cybersecurity or related fields;

• minimum two years of proven experience in developing and implementation of e-workflow solutions for public authorities in Ukraine and/or at least two years of proven experience in developing solutions for data and information protection for Ukrainian public authorities;

• strong knowledge of Ukrainian legislation on information protection and data safety and/or licensing of software to be used at Ukrainian public authorities;

• excellent analytical skills;

• excellent knowledge of Ukrainian.

Remuneration Package:

According to the PCU consultancy fees guidelines.
