Upon the request from the Office of the Plenipotentiary Representative of the Government of the Kyrgyz Republic in Talas province (OPRGKR), the POiB supports establishment of the new Entrepreneurship Support Centre (ESC) in Talas within the project “Business Promotion and Development of Small and Medium-sized Enterprises’. The aim of the project is to support the regional development processes in Kyrgyzstan by assisting the local state bodies in fostering favourable conditions for development of Small and Medium-sized Enterprises (SME) through supporting establishment of the ESCs in the regions. The ESCs’ objective is to deliver comprehensive support for entrepreneurs, including training courses, consultancy and marketing assistance, disseminating information and promoting SMEs’ interests through public-private dialogue events.
To this end, the POiB will support the establishment of the ESC in Talas by recruiting local consultants (Team Leader, Business Consultant and Business-Lawyer).

Tasks and Responsibilities |
|

|
|
|
The selected local Team-Leader will be required to provide the following services:
- Managing and overseeing the activities of the ESC to ensure successful implementation of tasks assigned by POiB;
- Discussing, and reporting on the progress of performing the qualitative and quantitative KPIs by the ESC consultants set by the OSCE Programme Office in Bishkek;
- Organizing, coordinating and facilitating of all ESC related events (meetings, workshops, seminars, roundtables etc.);
- Managing, coordinating and leading the team of experts working at the ESC (Business-lawyer, Business consultant);
- Establishing working relationships with the project partners and beneficiaries;
- Ensuring media promotion and outreach on the ESC’s activities: publishing and posting various informative articles/post and press releases on the ESC’s services, events and achievements of entrepreneurs and s through mass media resources and ESC website including social networks;
- Keeping close cooperation and coordination with other ESCs in Karakol, Osh, Batken and Jalal-Abad;
- Ensuring submission of activity reports (submitting filled in M&E forms and consolidated summary report to the OSCE Programme Office in Bishkek);
- Controlling of all PR related activities (press-releases, production of video films, branding etc.);
- Collecting success stories of the clients after business advisory services to the extent possible.
Deliverables
- Action plan for the ESC (number of consultations, meetings, TV/radio consultations, PR-events);
- Progress report on the implementation and performance of the KPIs by the ESC team;
- Draft concept on promotion of outreach and visibility of the ESC;
- Smooth and efficient operation of the ESC is ensured;
- Good working relationship with clients and other stakeholders is established;
- Monthly and Final Deliverable reports on activities of the ESC to POiB are submitted. All reports should include parts with a disaggregated data by gender, region and age of participants. Training report should include analysis of pre-post tests (if applicable) and feedback forms.

Necessary Qualifications |
|

|
- University degree in law, business administration or economics; A Master Degree or MBA would be an advantage;
- Minimum 3 years of managerial experience;
- Proven experience and technical ability to manage a project;
- Effective interpersonal, management and negotiation skills proven through successful interaction with stakeholders, including senior government officials, regional/local authorities, experts and business associations and entrepreneurs;
- Good report writing skills;
- Ability in providing analytical and advisory services;
- Ability to write reports and report on performed analytical work;
- Good computer skills;
- Fluent in Russian and Kyrgyz languages.

Remuneration Package |

The duration of the contract of an expert based in Talas will be 44 working days with maximum fee of 45 EUR per day, starting on 2 November 2020 and ending on 31 December 2020. |
