Background:
The Presence will continue its work to support the implementation of Albania’s Inter-Institutional Action Plan on UNSCR 1325 (National Action Plan - NAP). The adoption of the National Action Plan in 2018 by Albania came as a result a multi-year work of all state bodies involved, civil society organizations and international partners working on gender in the security sector with a continuous assistance from the Presence.
The Action Plan 2018-2020 guides the work of Albania’s central and local policy-making institutions and CSOs operating in the area of security and peace-keeping, gender issues, and the institutions dealing with the international commitments of the country, i.e. of the Ministry of Defense, of Interior, of Health and Social Protection, Albanian State Police as well as the Ministry for Europe and Foreign Affairs.
The Presence under its UB 2020 Gender Project purports to engage the services of a high-level international consultant who will be in charge of supporting the formulation of Albania’s NAP for the period 2021-2022, by reviewing the draft action plan produced by the national counterparts for strengthening the role of women in the security sector in Albania.
The international consultancy will be provided as a follow-up to the recommendations of the Conference on Women, Peace and Security organized by the OSCE Presence in Albania under activity 1.2 in February 2020. The consultancy will be closely coordinated with UN Women, Dutch Embassy, the Ministry of Health and Social Affairs and with the Ministry of Interior who are jointly in charge of evaluating the outgoing NAP and of producing the new draft national action plan for the period 2021-2022. This consultancy falls under Activity 2.1 “Thematic workshops on implementation and monitoring of UN SCR 1325 Action Plan Gender Equality capacity-building trainings for Gender Focal Points on NAP 1325” listed in the Presence’s 2020 UB project “Gender in Focus: Women as agents of change in public and political life in Albania” (Phase IV).
Tasks and responsibilities:
I .In General:
An international consultant will be responsible, in cooperation with the Civil Society and Gender Unit, for providing the peer review of the work done by national experts to produce Albania’s draft National Action Plan for the Implementation of UNSCR 1325 by Albania for the period 2021-2022. The peer review will ensure high quality standards of the draft and provide for added quality and consistency at par with the best international practices prior to its consideration/adoption by the Council of Ministers of the Republic of Albania. In providing the intervention, the international expert should take into account part III of this Section “Key Review Questions”.
II. Specifically:
The consultant will:
• Review existing planning and regulatory documents and evaluation reports related to the fulfilment of Albania’s obligations under UNSCR 1325 provided by OSCE Presence in Albania; • Conduct 8 online interviews in coordination with the Presence in Albania and project partners (UNWomen/Dutch Embassy) with key institutional, international and civil society players in Albania to identify their perspectives of challenges and bottlenecks related to the implementation of Albania’s NAP on UNSCR 1325 and upcoming challenges for the next action plan; • Analyse Albania’s draft NAP for the period 2021-2022 and provide a draft peer review by referring to international and national best practices to advise on changes and modifications where feasible and recommendable; • Based on the above: Provide final peer review of Albania’s NAP 2021-2022.
III. Key Review Questions
Based on the discussions and recommendations of the Conference “Women, Peace and Security” of February 2020, and on the outcomes of the working group on UNSCR 1325 including OSCE PiA, UNWomen and Dutch Embassy in Albania, and in view of the establishment of a working draft of Albania’s NAP 2021-2022 by the national and international partners, following are the key review questions to be addressed by the international consultant tasked to provide the peer review of the draft Action Plan:
• What lessons can be drawn so far from Albania’s implementation process of the UNSCR 1325, and how can they be referred to in improving the current draft of NAP 2021-2022? • What elements of UNSCR 1325 have been successfully integrated in Albania’s institutional, legal and operational framework, and in operations and missions that see Albanian participation abroad to date? How are these elements reflected in the new draft National Action Plan? • What is the gap between Albania’s formal commitments and actual political and financial support provided to the UN 1325 agenda and how are these to be addressed in the draft NAP in line with the international best practices? • What have the main challenges been to date, in terms of both the internal work within the Albanian state institutions and coordination with the civil society sector and international community, but also when it comes to mainstreaming a gender perspective as well as UNSCR 1325 and related Resolutions in the Albanian society and in Albania’s local and national security forces, and how should these be addressed in the new NAP? • To what extent was the role of civil society anchored in implementing the outgoing Action Plan through Coalition of Civil Society Organizations engaged in the Women, Peace and Security agenda and how will it be foreseen in the next one? What will be role of the civil society in raising awareness on the role of women on Resolution 132 and how will it plan to increase the participation of women in the field of security at home and abroad?” • What are the more significant measurable effects or consequences of activities advancing the gender perspective and the women, peace and security agenda on the broader objectives of Albania in the framework of the goals and objectives to date, and how are these planned to be further advanced in the draft National Action Plan on UNSCR 1325 for the period 2021-2022? • How does the new NAP envisage the advancement of a regulatory framework for enabling better protection and participation of women in the field of peace and security?

Necessary minimum Qualifications
1. 5 years or more of work experience in the field of International Security Cooperation, with a proven track record of supporting UN member states to implement their international obligations under UN treaties related to peace and security; 2. 3 years or more of work experience in the field of management of international development and./or security cooperation projects, services and programs related to institution-building, technical assistance to state institutions in relation to security and military cooperation, democratization and rule of law; 3. 3 years of experience in implementing capacity-building interventions and coordination and monitoring of government strategies and action plans; 4. Excellent English drafting, reporting and communication skills; 5. Concrete expertise on the security, legal, technical, military and organizational aspects related to the implementation of National Action Plans regarding the transposition of UN commitments in the security sector, in particular on UNSCR 1325would be a plus; 6. International consultant to have as a minimum a master’s degree in one of the listed fields: Security Studies, International Relations, Military Studies, Law, Social Sciences..
Remuneration
The payment for this consultancy will be in line with OSCE rates.
