The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.

Tasks and Responsibilities |

|
|
The National Project Co-ordination Officer will work under the Programme Support and Coordination Unit. This is a professional function role supervised by the Senior Executive Officer and if you are selected as the National Project Co-ordination Officer, you will perform the following duties:
- Supporting the Programme Managers in the development of programmatic and project activities for the strategic planning of the Office's activities in accordance to the OSCE mandate;
- Providing support to the Office of Head of Mission and Programme Managers on all aspects of project management and co-ordination of its projects: design; implementation; monitoring and evaluation and reporting;
- Co-ordinating regular reports on project activities and providing guidance in budget planning;
- Advising and supporting the programmatic staff on project-related issues (design, performance, evaluation and reporting) on a daily basis and throughout the entire project cycle;
- Supporting and advising Programme Managers on the drafting of multi-year strategic planning documents for each project;
- Reviewing relevant administrative documents, including ToRs and contracts with implementing partners, prior to submission for administrative approval by the Chief of Finance and Administration;
- Supporting monitoring and evaluation of the Project implementation process as well as Implementing Partners;
- Making recommendations to improve Programme Project Implementation plan;
- Supporting the development of a follow-up strategy, including project outlines, documents and proposals as well as financial and other requirements related to the follow-up;Reviewing ExB project proposals and evaluates them in terms of narrative part;
- Advising Programme Managers on technical aspects of developing budgets for the Programme initiated ExB projects, to ensure that OSCE standard rates are applied, budget is coordinated with relevant units (budget unit, procurement, building management, IT, HR, etc.) implementing standards applied by donors to make sure that their financial reporting standard are met while a project is being implemented;
- Supporting and advising programme managers in drafting of narrative reports on project implementation for donors in line with their requirements;
- Co-ordinating update and maintenance of Doc.In system by programme assistants to ensure that information seen by delegations/donors is correct and accurate;
- Preparing general guidelines for project related procedures and reporting;
- Supporting the organization of regular project team meetings with participation of programme managers, programme assistants and FAU team in order to receive updates on ongoing projects, problematic issues, deadlines, etc;
- When requested, participating in monitoring visits to ongoing projects;
- Performs other related tasks as assigned.

Necessary Qualifications |
|
|
|
|
|
|
|
- University Diploma in Social Sciences, supplemented by certified courses in Project Management and or/Public Administration;
- At least two years of relevant professional experience in program and project management, planning, monitoring, evaluation and coordination preferably in an international environment;
- Computer literate with practical experience in Microsoft applications;
- Excellent written and spoken communication skills in English, Russian and Tajik languages;
- Strong analytical and problem solving skills, as well as computer literacy and good communication and drafting skills;
- Ability to work with people of different nationalities, religions and cultural backgrounds;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Holding a valid driving license.

Remuneration Package |
|

|
Monthly remuneration, subject to social security deductions, is 1,165.83 EUR. Social benefits will include participation in the medical insurance scheme and the OSCE Provident Fund.
