Background        

In recent years, the nature and magnitude of disasters have increased drastically, including terrorism attacks, earthquakes, floods and pandemic. The immediate and far reaching impacts of these disasters highlight the need for rapid and effective crisis management. Therefore, the role of the institutions dealing with crisis management is paramount in assessing the risks and taking steps to mitigate them and effectively respond should the crisis situation occur. Based on the request of the Ministry of Interior (MoI) of Albania, the Security Cooperation Department of OSCE Presence in Albania will engage a local external expert to conduct analysis to identify the main gaps in crisis management in Albania and the ways to improve it.   The Ministry of Interior will assign a focal point to support the expert to arrange meetings and to allow an access to relevant documents. The methodology of the analysis will consist of four major activities: a stakeholder analysis; interviews of the main stakeholders; review of current national laws, regulations, Standard Operating Procedures (SOP) regulating crisis management in Albania; and desk research on best international practice in addressing crisis situations. The purpose of this process will be to assess the functionality and effectiveness of current system dealing with crisis management, capabilities and capacities of the main actors engaged in crisis management, and the level of coordination and cooperation between central and local bodies. Particular attention will be paid on the role of MoI and its subordinated agencies in Albanian Crisis Management Model. Fact findings of the gap analysis will be further used to improve the current system to make it more responsive to crisis situations.

Tasks and responsibilities:

In close co-ordination with the contact point in the Ministry of Interior and under direct supervision of the Project Manager, the national expert will perform the following tasks and responsibilities:

Conduct a gap analysis of crisis management through:

1-    Desk research to collect information on current crisis management situation in Albania, including a review of relevant national legislation and best international practices. Desk research has to be shared and cleared by the Project Manager before finalization and moving on to the next task.

2-    Conducting a stakeholder analysis. Prepare a list of stakeholders to be interviewed, which should be cleared with the Project Manager.

3-    Preparing a questionnaire for interviews with relevant stakeholders to assess the criteria mentioned below. The questionnaire should be cleared by the Project Manager before the implementation. -    Effectiveness of the model used to respond to crisis situations; -    Capacities of the main actors engaged in crisis management; -    Implementation of respective Crisis Management Plans; -    Challenges faced by the main actors engaged in crisis management; -    Reliability and usability of the early warning system; -    Coordination mechanisms in place and role of municipalities.

4-    Conducting on line /telephone interviews with key central and local authorities.

5-    Conducting on line /telephone interviews with the main stakeholders.

6-    Preparing a final evaluation report with findings from research and interviews, and suggested recommendations. A preliminary structure and draft of the report should be cleared by Project Manager before finalization.

Deliverables:

1-    A report on current crisis management situation in Albania, including a review of relevant national legislation and best international practices. Desk research, questionnaire and stakeholder analysis. The package should be provided by the fourth week after the SSA sighing;

2-    Final gap analysis report with recommendations.

Qualifications:

•    Master’s degree in social sciences, political sciences, and/or security studies.

•    At least 5 years professional experience in the area of security in civil society, academia, international institutions and/or government agencies.

•    Previous work in topics related to crisis management.

•    Knowledge on legal framework related to crisis management.

•    Fluency in spoken and written English is required.

•    Ability to work under tight deadlines.

•    Albanian nationality.

The remuneration will be according to OSCE Rules and Regulation consultancies fees.
