The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The Department of Human Resources (DHR) ensures that the OSCE has the human resources capacity necessary to successfully implement its mandates. DHR sets the policies and provides services in the areas of recruitment, administration of benefits and entitlements, payroll, performance management, training and ethics across the Organization.
The Human Resources Services Section is part of the Department of Human Resources, and is responsible for planning, execution and control of human resources management programmes at the OSCE, such as compensation schemes, entitlements and benefits, job classification scheme, performance evaluation system, social security packages, implementation of Staff Regulations and Rules and development of staff/management relations. It provides the full range of personnel support services to management and staff at OSCE, including the development, formulation and/or adaptation of OSCE personnel policies, rules and procedures and management and administration of entitlements, including participation in social security coverage, payroll and ERP system administration. |

Tasks and Responsibilities | ||
The Senior Payroll Assistant will work under the direct supervision of the Chief, Payroll and HR Analytics, and in co-ordination with the Department of Management and Finance (DMF) and HR/Payroll staff in the OSCE missions and field operations. S/he will be responsible for:

Remuneration Package | ||
Monthly remuneration, subject to social security deduction, is EUR 4,487 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
