Background    
     
   

The 2019–20 Coronavirus pandemic is an ongoing global pandemic of Coronavirus disease 2019 (COVID-19) caused by the severe acute respiratory syndrome Coronavirus 2 (SARS-CoV-2). The virus first emerged in Wuhan, Hubei, China in December 2019. On 11 March 2020, the Director-General of the World Health Organization declared the outbreak a pandemic.

Tajikistan officially announced first confirmed and registered cases on 30 April 2020, and currently faces a rapidly growing number of registered cases and fatalities. Tajikistan has not announced yet any curfew and emergency regime, however, some preventive measures, like closure of educational facilities, were introduced. Hospitals face a considerable increase of patients who need diagnosis, treatment and hospitalization, there is a certain shortage of beds to accommodate all of them.

In order to ensure medical consultations/services during the COVID19 pandemic the OSCE Programme Office in Dushanbe (POiD) would like to contract a professional POiD Physician to provide medical assistance to POiD Mission Members and their eligible dependents during pandemic period.

Objective

The objective of this assignment is to contract an OSCE POiD Examining Physician to provide medical consultations/services to POiD staff and their eligible dependents, and to liaise with the appropriate Healthcare facilities in the country, and to coordinate appropriate actions with the International SOS, OSCE Cigna Group Insurance and Plan and Cigna Health care Providers.

     
Tasks and Responsibilities    
     
   

The POiD Examining Physician will be responsible for providing initial diagnosis, consultations and liaison services to POiD personnel during pandemic period and be available to provide following services:

  • Be available 24/7 to take calls from POiD Mission Members in order to provide medical (therapeutic) services and guidance as well as recommend specialists at the primary health care to patients who need additional medical attention;
  • Provides consultation via phone (or other means) based on symptoms, conduct home visits for medical consultation of POiD Mission Members if required due to confinement/self-isolation;
  • Advises on infection specialists and accredited laboratories that can determine if POiD Mission Members need testing for COVID19;
  • Acts as liaison between POiD Mission Members and the appropriate Local Medical Facility (LMF) for hospitalization and treatment of related issues;
  • Contacts appropriate LMF and arrange hospitalization of POiD staff in case of emergency warning signs, severe disease and worsening health conditions (as per approved the Ministry of Health and Social Protection guidance). Arrange ambulance for transportation of the patient;
  • Provides clear instruction to the affected POiD Mission Member if s/he is recommended treatment at home;
  • Makes registration of POiD staff approached for consultations accordingly and report to CFA/Security Officer;
  • Coordinates with the Security Officer the list of the people approached for help to ensure that services were provided to POiD Mission Members and their eligible dependents;
  • Supports eligible patients in case of MEDEVAC requests and verifies clinical details;
  • Informs the Authorized Persons (Head of Office, Deputy Head of Office, CFA) in case if medical evacuation is required for an infected Mission Member;
  • Conducts monitoring of the hospitalized patients health status being in contact with the designated doctor of the LMF. Collates relevant paperwork of the patient;
  • Provides further counselling to the POiD Mission Members after discharge from the hospital;
  • Keeps confidentiality on patients, treatments and maintain them at all times;
  • Demonstrates good communication skills and adequate respect for OSCE POiD personnel and their eligible dependents as patients;
  • Gets familiarized with all relevant OSCE instructions/documents/guidelines/policies related to COVID-19.

The OSCE POiD Examining Physician is expected to deliver the following outputs:

Submit a Monthly Report on services provided to POiD personnel and their dependents to CFA/Security Officer.

     
Necessary Qualifications    
     
   
  • Advanced University degree in Health or a Doctor of Medicine Degree in Therapy, Infection diseases, or other medical specialty;
  • Minimum of 5 years of professional experience in health care sector;
  • Prior experience in working with the International Organizations is desirable;
  • To be certified to provide practical medical services;
  • Have good computer skills and knowledge of online platforms and mobile applications;
  • Well-developed communication, leadership and team building skills;
  • Knowledge and experience implementing guidelines on MHPSS in Emergency Settings is desirable;
  • Fluency in written and spoken Russian and Tajik and working knowledge of English language.

Remuneration Package    
     
    The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
