“Enhancing Cybersecurity and Transparency of Election Processes in Ukraine” Project

Background information

Starting from 2018, the OSCE Project Co-ordinator in Ukraine(PCU) has been assisting the Central Election Commission of Ukraine (CEC) in the development of IT tools for enhancing transparency and efficiency of election administration within the framework of the Project “Enhancing Cybersecurity and Transparency of Election Processes in Ukraine”, implemented by the PCU in partnership with CEC.

In 2019, the PCU successfully piloted web-based electronic Cabinet for TEC at 12 territorial election commissions (TECs) during the first elections in amalgamated communities.

Based on results of the pilot and the CEC request, the PCU plans to continue its assistance in the development of IT solutions helping to improve transparency and efficiency of TECs during the local elections. In particular, the PCU plans to develop online assistant for preparation of election documentation by election participants.

Therefore, the PCU is looking for 3 experts and 1 leading expert (coordinator of the group of experts) on election data collecting to develop and maintain IT tools (TEC Electronic Cabinet and the online assistant for election documentation).

Please note that this is a consultancy assignment for the period of 5 months. The expert will be required to work from home with the ability to travel if necessary.

Task

In close consultation with the representatives of the Project beneficiary and the OSCE PCU Project team, the selected expert should perform the following tasks:

  1. Based on the PCU request, update web-based electronic Cabinet for TEC taking into consideration election legislation, in particular:
  • TEC documents workflow module;
  • Constituencies Constructor and Voting Ballot Constructor modules;
  • module on aggregating and visualization of data on the voting process at TEC level, based on the data from polling stations’ protocols;
  • catalogue legislative TEC library, including tracking and downloading from the official CEC website of new sub-laws and CEC decisions regulating TEC’s functioning.
  1. Based on the Terms of Reference provided by the PCU, develop an online assistant for election documentation, in particular:
  • develop database of electronic forms of electoral documentation instructions and tips for filling them;
  • develop and maintain front end and back end of the online assistant;
  • develop web-design of the online assistant.

The leading expert should supervise a group of experts while updating TEC Electronic Cabinet and developing online assistant for election documentation and liaise with PCU and CEC during the whole period of the performance of the above described tasks.

Necessary Qualifications:

  • university degree in IT or related fields;
  • at least two years of proven experience in development and implementation of IT solutions for elections in Ukraine (for the leading expert – at least 5 years);
  • for the leading expert - substantial experience in elections, understanding of the territorial election commissions work; 
  • experience of work as an election commissioner or an election observer or working with international organizations and governmental agencies would be an asset;
  • excellent analytical and inter-personal skills;
  • knowledge of Ukrainian.

Remuneration Package:

According to the PCU consultancy fees guidelines.
