Background    
     
   

The State Unitary Enterprise “Tajinvest” is developing an online Business to Business (B2B) Portal for facilitating business in Tajikistan and attracting investments. The main goal of the Portal is to provide guidelines and information about how to conduct business and investments in Tajikistan and to give a platform for interaction of business stakeholders at all levels. In the framework of its Economic  Affairs portfolio, the OSCE Programme Office in Dushanbe will be supporting the State Unitary Enterprise (SUE) “TajInvset” under the State Committee on Investment and State Property Management to further develop and maintain the Business to Business Portal (B2B). It is vital for the project sustainability to provide up-to-date and comprehensive information about all aspects of business activities in Tajikistan, render assistance to all stakeholders and to find as many as possible subscribers to the portal in a very short period of time. For that purpose, the OSCE Programme Office in Dushanbe is looking a highly qualified national expert for Business to Business portal programming. In 2019, the Office supported the “TajInvest” in providing an expertise support in portal programming. Taking into account the complexity and requirements to launch the B2B portal, the expertise support is required to further develop the portal in terms of programming and integrate new services into the platform, particularly in registration of new users with comprehensive information on the website.

Objectives of the assignment

The national expert will contribute to the development of the B2B Portal programming functionality in line with international standards. In addition, hired national expert will be tasked to work closely with clients of the concerned portal to help them to create their own mini-sites.

Assignment duration: 3 months.

     
Tasks and Responsibilities    
     
   
  • Adjusting mini website pages of registered companies to site format;
  • Formatting of logos, advertisements and links to fit site branding and format;
  • Streamlining registration process of the site;
  • Supporting registered and advising on the context about them to be placed on the website;
  • Supporting TajInvest on other IT programming related tasks.

Expected output and performance indicators

  • Enhancing the capacities of the B2B portal to able to register more than thousand users;
  • Updating and improving guidelines on usage of the portal;
  • Portal has more than 100 mini website pages regarding companies with information;
  • Address all errors in the system and make it more sustainable and well-operational.
     
Necessary Qualifications    
     
   
  • Higher technical or specialized education;
  • Minimum three (3) years of experience in the same or relevant areas such as database and portal maintenance;
  • Strong knowledge of ASP.NET, Bootstrap 4, Ajax, JavaScript, HTML5, CSS3, MS SQL, jQuery;
  • Excellent knowledge of the Russian language.

Remuneration Package    
     
    The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
