Background:
Under the OSCE Presence in Albania (hereinafter the Presence) Extra-budgetary Project “Action Against Human Trafficking in Albania”, funded by UNICEF with the support of the United Kingdom, the Presence will conduct capacity development for the Albanian law-enforcement and judiciary institutions to address trafficking in human beings. The project foresees the development of e-learning modules for the Magistrates School and Security Academy and the organisation of the first Albanian language anti-trafficking simulation-based training exercise. This training promotes an innovative approach to capacity building, whereby anti-trafficking practitioners engage in real-time simulated scenarios to identify and investigate human trafficking. During the training activities, practitioners from Albanian law enforcement, judiciary, labour inspection, migration authorities, NGOs as well as lawyers and human rights defenders will work in teams to investigate simulated cases of labour and sexual exploitation among migrants, including child victims of trafficking.
Tasks and responsibilities:
The OSCE Presence in Albania would like to engage the services of a national IT expert to:
1) Provide technical specifications for the design of two e-learning modules for the Magistrates School and Security Academy;
2) Advice and follow-up the IT infrastructure for the simulation-based exercise in Albania.
More specifically, the experts will:
Technical specifications for the e-learning modules:
• In consultation with the OSCE Presence in Albania, the Security Academy and Magistrates School, provide technical specifications required to develop, run and maintain two e-learning modules;
• Based on the structure of the modules, to be provided by the OSCE Presence in Albania, provide a detailed list of the required infrastructure, software, programmes, timeframe that is required to build the self-paces, interactive e-learning modules;
• Provide a detailed technical report on the aforementioned technical specifications required to build the two e-learning modules, in compliance with the Albanian Internet Service
Simulation Exercise:
• Create a comprehensive IT infrastructure for the simulation-based exercise, based on the format of the infrastructure created for other previous international simulation exercises and in consultation with the Albanian Security Academy IT staff;
• Design an online interface for the simulation exercise allowing different teams to connect and enter/access information in a timely manner;
• Design formats/platforms for reporting that will be used during the simulation exercise;
• Provide a report with of the technical specification and infrastructure requirements to organize simulation-based training, which will be used for the OSCE Presence in Albania Handbook on designing simulation-based training exercises.
Deliverable and Timetable:
1. In consultation with the OSCE Presence in Albania, the Security Academy and Magistrates School, provide technical specifications required to develop, run and maintain two e-learning modules; By 30 June 2020

Necessary Qualifications
• Minimum of 10 years’ experience in Information Technology (IT), engineering, data or computer science, or related discipline;
• Experience with software development, including development of web applications, with designing of infrastructure for projects and online training platforms;
• Working knowledge of in Asp.NET, C#, SQL, HTML5, JavaScript, CSS3;
• Experience in developing educational online training platforms for organizations and state institutions.
• Ability to work under tight deadlines, manage multi-task requirements, high attention to detail and a high degree of pro-activity and initiative;
• Hands-on and results-oriented approach;
• Well-developed interpersonal and team working skills, initiative, persistence and positive
• Ability to write reports in English language;
• Albanian nationality.
