Background

		In 2019, the Parliament adopted the new Law on Prevention of Corruption and Conflict of Interest, which for the first time officially introduces the notion of integrity as an element in the performance of the public service. Article 8 of the Law stipulates that "integrity" means the lawful, independent, impartial, ethical, responsible and transparent performance of duties by which officials maintain their reputation and the reputation of the institution in which they are responsible, that is, they eliminate risks and remove doubts about the possibility of corruption occurring and develop and thereby provide citizens with confidence in the performance of public functions and in the work of public institutions. In addition, Article 17 stipulates that the State Commission is responsible to undertake activities aimed at strengthening personal and institutional integrity. In order to support local self-government units in establishment of the integrity system and improve ethical conduct of elected officials, appointed officials and municipal administration, the State Commission for Prevention of Corruption in cooperation with the OSCE will engage in facilitating the development of a new, revised integrity policy document. More importantly, the Mission and the Commission will provide subsequent support in implementation of this preventive mechanism at municipal level. For this purpose, Mission seeks to engage the best available expertise in the country to produce a contemporary, practical and effective integrity policy document for the local self-government units and in this way set the grounds for the introduction of a sound integrity policy system at local level.

Tasks and Responsibilities

		The National Expert/Consultant will perform the following tasks, in two phases: Phase I - 15 June to 15 August 2020: 1. Cooperate with the Mission, State Commission for Prevention of Corruption and members of the Working Group for the production of the Integrity Policy document for the local self-government units; 2. Attend all meetings of the Working Group on Integrity Policy for the local self-government units and propose draft agenda for the topics to be discussed, with particular focus on the integrity for local government; 3. Analyse the existing legal framework in the area of anti-corruption, integrity, ethics and prevention of conflict of interest in the public administration in North Macedonia with focus on elements which constitute the integrity system, also from a gender perspective. Moreover, to analyse : - elements of the existing codes of ethics for specific branches of public officials, state and public administration in the public sector in North Macedonia; - existing integrity policy documents developed to promote integrity system in the North Macedonia in the past; 4. Analyse the existing legal framework and Integrity Policy documents in the area of anti-corruption and integrity, ethics and prevention of conflict of interest in the public administration from the international experience (SEE region and selected EU countries). 5. Produce report on the situational analysis and implementation of the integrity concept at local level in North Macedonia until 15 August 2020. Phase II - 16 August to 15 November 2020: 6. Prepare a detailed outline (Introduction, Importance and Relevance, Scope of the Integrity Policy Document, Elements of the Integrity Concept / System , Responsibility for Implementation, Monitoring and Reporting, etc.) of the content of the Integrity Policy Document for the local self-government units and submit it to the Mission, State Commission for Prevention of Corruption and Working Group for discussion until finalization and approval by the end of August 2020; 7. Conduct at least five consultative visits/on-line consultations to selected local self-government units and collect feedback on the proposed Integrity Policy Document by 30 September; 8. Prepare in Macedonian language up to five-pages long Integrity Policy Document - template to be ready for signing by the local self-government units and cca. up 30 pages of an System of Integrity Guidelines on how to implement the elements of integrity system based on the Integrity Policy Document and submit it to the Mission, State Commission for Prevention of Corruption and Working Group for discussion until finalization and approval by 20 October; 9. Present the approved final Integrity Policy document at the public event /webinar for all local self-government units, CSOs and relevant stakeholders by 31 October 2020; 10. Provide to the OSCE and the SCPC the additional requested deliverables - related to the Integrity policy guidelines and document until the end of contract; 11. Remain open for additional consultations regarding the implementation of the developed Integrity Policy Document until the end of 2020. Deliverables: • Developed Integrity Policy Document and Integrity Guidelines for the local self-government units; • Established channels of communication with corruption prevention focal points in selected local self-government units on the introduction of a new integrity policy system.

Necessary Qualifications

		• Citizenship of or permanent residence in the Republic of North Macedonia; • University degree in economy, law, public administration or other field relevant to the topic of the research; advanced degree in the public policy would be an asset; • Expertise in corruption prevention methodology, systems of integrity, conflict of interest; • At least 6 years of professional experience in managing projects and conducting assessments and analysis on corruption prevention and conflict of interests in the country, promoting good governance principles in public institutions; • At least 3 years of experience in providing consultancy services in the area of anti-corruption, conflict of interest and integrity; • Excellent analytical, communication, presentation, organizational and writing skills; • Knowledge of English language; knowledge of Albanian language would be considered an asset; • Computer advanced; • Gender sensitivity and basic knowledge on the concepts of mainstreaming gender into policy and legislation development.

Remuneration Package

		For the services provided, the National Expert/Consultant will be remunerated with a lump sum of 3,000 EUR, payable in 2 instalments, in August and November 2020. Payments will be subject to successful completion of the services requested for the respective period. The planned period of engagement is from 15 June to 15 November 2020.
