In 2019, the Parliament adopted the new Law on Prevention of Corruption and Conflict of Interest, which for the first time officially introduces the notion of integrity as an element in the performance of the public service. Article 8 of the Law stipulates that "integrity" means the lawful, independent, impartial, ethical, responsible and transparent performance of duties by which officials maintain their reputation and the reputation of the institution in which they are responsible, that is, they eliminate risks and remove doubts about the possibility of corruption occurring and develop and thereby provide citizens with confidence in the performance of public functions and in the work of public institutions. In addition, Article 17 stipulates that the State Commission is responsible to undertake activities aimed at strengthening personal and institutional integrity. In order to support local self-government units in establishment of the integrity system and improve ethical conduct of elected officials, appointed officials and municipal administration, the State Commission for Prevention of Corruption in cooperation with the OSCE will engage in facilitating the development of a new, revised integrity policy document. More importantly, the Mission and the Commission will provide subsequent support in implementation of this preventive mechanism at municipal level. For this purpose, Mission seeks to engage the best available expertise in the country to produce a contemporary, practical and effective integrity policy document for the local self-government units and in this way set the grounds for the introduction of a sound integrity policy system at local level. |

| Remuneration Package | ||
|
For the services provided, the National Expert/Consultant will be remunerated with a lump sum of 3,000 EUR, payable in 2 instalments, in August and November 2020. Payments will be subject to successful completion of the services requested for the respective period. The planned period of engagement is from 15 June to 15 November 2020. |
