Background:  
     
   

This is a short-term maternity cover position till mid-October 2020.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension.  ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR’s assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.

The incumbent works under the direct supervision of the Spokesperson/Senior Press and Public Information Officer, co-ordinates the printing process of ODIHR publications and promotional materials, performs administrative and translating tasks for the three professional staff members in Public Affairs Unit. In addition, the incumbent supervises directly a Documents Clerk with respect to distribution and storage of ODIHR publications.

     
Tasks and Responsibilities:  
     
   

The Press and Public Affairs Assistant performs the following duties:

  1. Assisting the Spokesperson/ Senior Press and Public Information Officer in liaising  with Polish media;
  2. Translating OSCE/ODIHR press releases into Polish and disseminates to Polish media; maintaining a Polish media database;
  3. Upon request, perusing Polish media and briefing Spokesperson on issues concerning the Office that are covered therein; producing an English-language press digest on these occasions;
  4. Assisting the Public Affairs Editor in preparation and production of ODIHR publications;
  5. Contacting printing houses, designers and translators prior to and during the publication process;
  6. Preparing  contracts  for all external  contractors  involved  in  the production of ODIHR publications  and other informational material;
  7. Maintaining database for production and distribution of ODIHR publications, assisting in preparing ODIHR publications for shipping;
  8. Carrying out all administrative tasks of the Public Affairs Unit, including arrangements for duty travels, unofficial translations of correspondence to and from Polish, preparing procurement forms for the Unit;
  9. Performing other duties as assigned.
     
Necessary Qualifications:  
     
   
  • Completed secondary education supplemented by formal studies in administration/office organization and languages;
  • Four years of secretarial/administrative experience, with established translation/interpretation abilities. Experience of working in publishing or media preferred;
  • Knowledge of publication-related software and Internet content management systems highly desirable. Strong photographic skills and ability to work effectively with photo-editing programs also an asset. Computer literate with practical experience in Microsoft applications;
  • Excellent written and oral communication skills in English and in the local language; working knowledge of Russian desired; knowledge of other OSCE languages is an asset;
  • Ability to work independently;
  • Well-developed communication skills;
  • Attention to detail;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package:  
     
   

Monthly remuneration, subject to social security deductions, is approximately PLN 6,900. OSCE salaries are exempt from taxation in Poland.

Social security will include participation in the Cigna medical insurance scheme (current approximate deduction for a staff member is 45 Euro).

Appointments are made at step 1 of the applicable OSCE salary scale.
