Young people play an important role on security issues and forming part of a holistic security response. The experience of the Presence is that Albanian youth are not fully aware and/or included in decision-making processes as they relate to security issues, and are susceptible to radicalization and violent extremism. Meetings with young women and men in Lushnja, Vlora and Puka during 2019 showed that they are mostly unaware of the existence of Local Safety Councils (LSCs) and that their involvement in decision making processes is encouraged and required. These workshops were a good opportunity to discuss about concrete steps for youth participation in the coming LSCs meetings. Taking this into account, there is a need to include more meaningfully youth in the work of LSCs, to encourage their participation in prioritizing community safety and security issues and to raise their awareness on security related issues, radicalization and violent extremism. During 2020, the Presence will continue working with young people and a total of five one-day workshops with youth are planned to be organized in Pogradec, Lezha, Gjirokastra, Shkodra and Korça, one per each municipality. The municipalities were selected in prior consultations with the Youth Centres operating in these cities, and information provided from CVE Centre on hot spots, in which youth are at higher risk of being involved in violence and crime. School security officers from targeted areas will also participate in the workshops, in order to explain their role and identify ways of cooperation between them, pedagogical staff and youth. LSC members will also be invited to attend. An estimated number of approximately 25 participants, identified by local structures, including municipal authorities, youth centre representatives, high school and university students, and local CSOs will participate in each workshop. In addition, the Presence’s Youth Advisory Group members will be invited as per last years’ experience, to attend the workshops and strengthen their network with peers at the local level.

In the framework of the project “Advancing partnerships between citizens and institutions to address safety and security”, an expert will be hired to draft workshop module, methodology and deliver the workshops in five targeted municipalities: Pogradec, Lezha, Gjirokastra, Shkodra and Korça. The workshop methodology should be interactive, with role-plays, group works, discussions and icebreakers, in order to be youth friendly and actively involve participants. The objective of the workshop is to empower youth in addressing local security issues. The main topics of the workshop will be: new security challenges to youth in modern world; violent extremism and radicalism among youth - early identification and prevention tools; the role of youth in Local Safety Council – exploring new ways of youth engagement; the role and responsibilities of School Security Officer and Community Policing Officer - towards a new model of collaboration; mediation and conflict resolution skills; and situation related to domestic vilence an gender based violence in Albania.

Tasks and responsibilities

In close co-ordination with the Project staff, the expert will perform the following Tasks and Responsibilities:

1- Design workshop package – In consultation with and subject to the approval of the Project Manager, the expert will prepare a training package for the one day workshop with Youth.

The interactive workshop shall cover the following topics:   - new security challenges to youth in modern world; - violent extremism and radicalism among youth - early identification and prevention tools; - the role of youth in Local Safety Council – exploring new ways of youth engagement; - the role and responsibilities of School Security Officer and Community Policing Officer - towards a new model of collaboration; - mediation and conflict resolution skills; - situation related to domestic violence and gender based violence in Albania.

Prior to the actual training the package to deliver to the Project Manager for approval shall contain the following materials: - Training manual, including methodology, topics, hand-outs, workshop materials, and references - Calendar of activities - Workshop agenda - Pre and post workshop evaluation forms - Power Point presentation for each topic

2- Deliver one day workshops – Conduct a one day workshop in each of the five targeted municipalities with young girls and boys. 3- Prepare Narrative Reports – Prepare narrative reports for each workshop and a final analytical report on identified strengths, weaknesses, and lessons learned from the workshops, including recommendations for further interventions.

Deliverables

1- Workshop package – two weeks after the SSA signing 2- 1 Day (8 hours) workshops and a respective narrative Report in five municipalities – Week three until week eight 3- Final report one week after the delivery of the last workshop

Qualifications: • Master degree in social sciences, law, and/or security studies. • At least 5 years professional experience in the area of security in civil society, academia, international institutions and/or government agencies. • Previous work experience with youth, in topics related to safety and security, youth engagement in community level, mediation and conflict resolution, and gender based violence. • Familiarity with the work of Local Safety Councils in Albania. • At least 5 years of experience in delivering trainings in the area of security, local governance and youth. • Fluency in spoken and written English is required. • Ability to work under tight deadlines.

Remuneration: Remuneration will be in line with OSCE rules and regulation  consultancies fees.
