Background    
     
   

Although the Government of Tajikistan has increased its annual energy production, around 10% of the population of Tajikistan lives in remote mountainous areas far from centralized power grids and therefore cannot benefit from the achieved production increase. In 2019 OSCE Programme Office in Dushanbe (POiD) initiated an energy security survey, conducted by Welthungerhilfe, in the upper Zerafshan basin of the mountainous villages in Kuhistoni Maschchoh in order to help the government of Tajikistan to achieve its goal in provision of access to energy to all. The area is classified as a remote one lacking access to the centralized power grids.   The survey identified ten (10) villages as having the potential for either the rehabilitated of existing or for the constructing of new Micro HydroPowerPlants (MHPP) as well as three (3) villages having the potential for solar solutions only.

Based on the survey results, POiD together with Welthungerhilfe decided to focus on four villages for the rehabilitation/construction of one (1) MHPP in the village Khudgifi Bolo as well as the installation of solar solution (3 in total) in the villages Surkhkat, Gurfkat and Arnokhun in 2020. 

In the village of Khudgifi Bolo it is anticipated to construct a new hydropower plant with greater head and professional powertrain. As for the villages Surkhkat, Gurfkat and Arnokhun kat, it is planned to provide with solar panels around 46 permanent households and equip a communal bathhouses with solar water heater Both communities are ready to cooperate and to contribute in kind  or financial. 

In this respect, the OSCE anticipates to recruit one national expert who will be facilitating the procurement process as well as checking the procured equipment as well as monitoring the delivery and installation of the equipment in the target areas together with the international back stopper.

     
Tasks and Responsibilities    
     
   
  • Assist in development and finalization of technical specifications for the tender and procurement process based on OSCE requirements (solar and HPP);
  • Liaise with local government departments to facilitate legal aspects of construction, including relaying relevant information to OSCE and international expert;
  • Conduct training of the dedicated caretakers in proper operation and maintenance of MHPP;
  • Monitoring:

- Briefing of the contractor on site, development of the blue print for the MHPP and supporting infrastructure based on capacities;

- Advice on planning changes (minor);

- Monitoring in intermediate steps: field visits every 7-10 days;

- Final acceptance, including detailed documentation of performed work as well as 48-hour test run;

- Check after 2-3 months: check for problems that only manifest during operation.

Duration of assignment for the national expert:

35 working days, 15 June - 14 December 2020

Deliverables:

  • Technical specifications and tender documents submitted for procurement according to OSCE needs, Expert advice to WATES during the technical evaluation of the tender;
  • Monitoring and progress reports after each field visit, as well as interaction with the implementing agency;
  • Detailed documentation of performed work of implementer;
  • Report of the result of the test run (MHPP);
  • Final narrative report on performed activities.

Reporting:

  • The national expert on the MHPP should submit to the international expert as well as OSCE reports after each field visit report no later than 2 days after returning from the field;
  • The report should be compiled in English language.

NOTE: The expert is responsible for coordinating his working time 50% with his current employer and 50% for the consultancy with the OSCE Programme Office in Dushanbe.

     
Necessary Qualifications    
     
   
  • At least 8 (eight) years of experience in the area of MHPP technologies;
  • Sufficient knowledge and understanding of renewable energy;
  • Experience in conducting similar assessments/ studies and researches;
  • Good knowledge of different solar equipment;
  • Work experience in projects financed by international organizations on methodological, legal, institutional, economic and technological issues in the field of renewable energy;
  • Excellent oral and written knowledge of the Russian language and Tajik language, English language is welcome;
  • Computer skills in MS Windows, MS Word, MS Excel, Corel Draw, Internet sites and pages, the presence of e-mail and the possibility of official correspondence.

Remuneration Package    
     
    The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
