Background    
     
   

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The objective of the OSCE Special Monitoring Mission to Ukraine (SMM) is to contribute, in close co-operation with OSCE institutions and other actors of the international community, to reducing tensions and fostering peace and stability in Ukraine, and ensuring the observance of OSCE principles and commitments, thus establishing conditions for inclusive political dialogue aimed at achieving a sustainable transition respecting the territorial integrity and sovereignty of Ukraine.

 

The Mission is composed of about 1500 mission members, from more than 40 participating States and has a budget over EUR 100 million.

 

The Administration and Finance Department comprises the following Units: Human Resources, Medical Services, Finance and Budget, Procurement and Contracts Management, Infrastructure (including General Support Services and Dnipro Forward Logistics Base) and ICT Management.

 

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. We encourage qualified applicants, in particular female candidates, to apply for this position.

 

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

 

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Tasks and Responsibilities    
     
   

Under the direct supervision of the Head, Human Resources Management and overall guidance of the Director of Administration and Finance (DAF), as Recruitment Officer, you will establish and maintain partnerships with senior managers in OSCE Special Monitoring Mission to Ukraine to facilitate the recruitment process and supervise the Recruitment Unit.

 

You will interpret and apply OSCE Staff Rules and Regulations, Staff Instructions and Human Resources (HR) policies and practices applicable to identification, selection and appointment of candidates, as well as design and implement internal procedures or interview questionnaires and test. Furthermore, you will provide prospective candidates with guidance on employment terms and conditions of employment. You will lead the evolution of the SMM's recruitment and on-boarding processes and practices, in close co-operation with the OSCE Secretariat Human Resources and with hiring managers.

 

More specifically, as Recruitment Officer, you will be responsible for:

 

  1. Contributing to a successful and timely recruitment cycle by collaborating with recruiting managers to set target timelines and staff profiles, and providing advice on outreach strategy, appropriate assessment tools, shortlisting, and evaluating candidates;
  2. Supervising and co-ordinating the work of the Recruitment team (six team members) in the Head Office and co-ordinating recruitment activities of HR assistants and Administrative Officers deployed in Monitoring Teams;
  3. Planning and executing recruitment activities and establishing priorities in accordance with the requirements of the OSCE hiring departments; ensuring compliance with OSCE recruitment policies and guidelines, including gender balance and mainstreaming initiatives, geographical distribution, etc.;
  4. Contributing to the evaluation of internal and external candidates by advising interview panel members on appropriate interview techniques and questions, providing a professional assessment of interviews, testing or other assessment tools, and participating in interview boards as well as carrying out reference checks;
  5. Promoting the use of best practice candidate's sourcing techniques and advising recruiting managers on outreach strategy; setting target timelines and staff profiles in consultation with recruiting managers, ensuring timely advertising of jobs and pre-screening of candidates;
  6. Researching, proposing and implementing state-of-the-art initiatives on the use of assessment tools and methods, including but not limited to, technical examinations, psychometric tests, etc.;
  7. Providing prospective candidates with guidance on the employment terms and conditions, and Mission members on selection issues as well as application of Staff Rules and Regulations and other HR policies and procedures applicable to selection and recruitment, when necessary;
  8. Liaising with Mission departments on hiring requirements and overseeing recruitment of consultants under Special Service Agreements (SSAs) in conformity with relevant Staff Instructions; developing and maintaining roster of consultants, determining remuneration levels and preparing contracts; responding to general inquiries from the public concerning employment opportunities, terms and conditions of work; conducting research and data analysis, reporting etc.;
  9. Advising the Director of Administration and Finance and Head, Human Resources Management on succession planning and strategic recruitment; identifying recruitment issues/problems and formulating new internal policies and guidelines;
  10. When required, formulating and developing recruitment-related operating procedures and providing guidance on their implementation, including guidance on implementation of the SMM Gender Equality Action Plan;
  11. Performing other duties as assigned.
     
Necessary Qualifications    
     
   
  • Citizenship of an OSCE participating State, excluding the citizenship of Ukraine;
  • First-level university degree in human resources, business administration, law, social sciences or related field(s);
  • Minimum of six years of professional experience in human resources administration, including solid knowledge of modern recruitment and selection methods and tools (interviewing techniques, assessment centers, testing), gender mainstreaming, administration and HR management;
  • Experience in an international organization, preferably partly in a mission environment;
  • Ability to develop clear goals that are consistent with agreed recruitment strategies, including retention of staff; identify priority activities and assignments; adjust priorities as required;
  • Proven analytical and evaluative skills, and the ability to conduct independent research and analysis, formulating options and making recommendations;
  • Ability to interpret relevant staff rules, analysing precedents and advising on the appropriate course of action;
  • Ability to plan and prioritize activities and projects, as well as manage tight deadlines effectively;
  • Ability to establish and maintain productive partnerships with counterparts and client departments by gaining their trust and respect;
  • Ability to establish and maintain good relationships with internal and external counterparts and to work harmoniously in a multicultural/multidisciplinary environment with respect and sensitivity for diversity;
  • Gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Professional fluency in the English language, both oral and written, and the ability to communicate clearly and concisely;
  • Proficiency in Windows applications including word processing and email, as well as knowledge of ERP systems;
  • Working knowledge of Ukrainian and/or Russian language(s) is an advantage.

Remuneration Package    
     
   

Monthly remuneration subject to social security deductions is about USD 5,080 to which is added Board and Lodging Allowance (currently EUR 125 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
