General Minimum Requirements

The general minimum requirements for working with the OSCE are:

Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

Diplomatic experience or experience working in political affairs with international organizations or governments
Experience in preparing analytical reports
Excellent communication and drafting skills
Knowledge of regional political history and developments
Diplomatic and negotiating skills
Some knowledge of the OSCE principles and commitments

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree in international studies, public policy, political science or law or related fields; certified training course in a relevant field is desirable; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

Minimum of six years of professional experience within international organizations, political parties, legislatures or academia/think-tanks;
Professional experience in related field(s), preferably in an international environment or within operational missions;
Significant prior experience in reporting and with ceasefire-related issues;
Professional fluency in the English language with the ability to analyse and communicate clearly and concisely, and to produce analytical reports;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Cultural sensitivity and political judgement;
Flexibility and ability to work under pressure and with limited time frames;
Ability to operate Windows applications, including word processing and e-mail.

Desirable:

Experience in working in Eastern Europe and/or knowledge of the region;
Experience with the OSCE and/or other international organizations;
Working knowledge of the Ukrainian and/or Russian language(s).

Tasks and Responsibilities

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. We encourage qualified applicants, especially women to apply for this position.

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a non-family duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Under the direct supervision of the Head of Reporting and Political Analysis Unit and in close consultation with the Deputy Head of Reporting and Political Analysis Unit, the Senior Reporting Officer will support the implementation of the Mission's mandate with regard to reporting. More specifically, she/he will be responsible for:

Following political developments in the Mission area with a view to providing the Head of Unit and, through her/him, the Chief Monitor and other senior management, with advice and support concerning reporting;
Reviewing and contributing to the Mission's regular and other reports, ensuring that material submitted for clearance is consistent with the aims and tasks of the Mission's mandate;
Ensuring coherence of the Mission's reporting by contributing to the development of respective tools and standards;
Ensuring feedback and providing guidance on reporting by the Monitoring Teams, through the provision of training, in co-ordination with the Operations Unit and, as necessary, with other units;
Reviewing and contributing to policy documents and operational instructions, liaising with the Operations Unit and other units;
Ensuring the Reporting and Analysis Unit's proper information management and recordkeeping, according to rules and regulations of the OSCE;
Supervising ten Reporting Officers and one Copy Editor;
Acting as Deputy Head of Unit in her/his absence;
Performing other duties and assignments as required.
