Background    
     
   

The correspondent banking relationships (CBR) decline as a global problem affected the banking system of the Republic of Tajikistan. There was a strong overall recognition of the importance of implementation of the international standards as catalyser to improve risk perception. The decline in CBRs especially in cross-border payments has multiple drivers, which need to be targeted from different angles (holistic approach). There is no quick and “one-size-fits-all” solution: the issue needs to be approached on a case-by-case and on country specific basis.

In order to improve general perception, regulatory authorities and financial institutions (banks) must commit credibly to adhering to and implementing relevant standards. National authorities need to communicate their policies and actions effectively. Financial institutions (banks) must show that international standards on CBR is fully implemented by their institution and their internal control system is comply with all requirements. Strong commitment is also needed to follow through on the recommendations of international institutions (including FATF, Basel standards, etc.).

CBRs require a collaborative effort by the public and the private sector – the two must work hand-in-hand. There is a need to increase awareness of the supervisory authorities as well as the banking sector regarding the roots of the declining CBR issue, and to encourage them to be more involved in addressing the situation. Best practices need to be learned, applied and clearly demonstrate how to come up with the solutions and results.

The OSCE Programme Office in Dushanbe will hire an international consultant, who will prepare a study of the roots of problems and define possible solutions that would improve conditions in this area. Besides this, the consultant will conduct a three-day training for the supervisory authorities, especially National Bank of Tajikistan (NBT), commercial banks, and those affected by the CBR decline.

Objective:

Reveal the roots of problems and define possible solutions that would improve conditions of correspondent banking relationships and improve knowledge on the problems and solutions through a three-day training for the supervisory authorities and commercial banks.

Location: Remotely, meetings and training in Dushanbe    Duration of assignment: 1 May - 30 September 2020 (15 days).

     
Tasks and Responsibilities    
     
   

The expert will be responsible for the following:

  • Analyze documents obtained from the NBT and commercial banks and, conduct series of meetings with the representatives of relevant institutions to define the problem;
  • Develop a study on the problems and submit detailed recommendations that would help to improve activities of correspondent banking relationships based on international practice and aligned to global standards;
  • Conduct three-day training on how to improve conditions in this area;
  • Submit a report on conducted activities upon completion of the task followed by the recommendations and guidelines, which may help commercial banks and regulatory authorities to restore the CBR;
  • In coordination with NBT piloting up to 4 potential commercial banks and provide reasonable consultations on implementation relevant measures which helps to restore CBR.

Deliverables:

  • Study on the existing problems causing CBR decline;
  • Proposed solutions for improvement of the policies in CBR area;
  • Presentation of the analysis to representatives of the NBT and commercial banks, preliminary planned for September;
  • Conducted three-day training for representatives of NBT and commercial banks;
  • Report about conducted activities under this task no later than 15 October 2020.

Reporting:

The international consultant will work under the general guidance of the Head of Economic and Environmental Department and the direct supervision of the Good Governance Officer of the OSCE POiD. The international expert will report to the Good Governance Officer.

     
Necessary Qualifications    
     
   
  • Advanced university degree in law, economy or related fields;
  • At least eight (8) years of professional experience in CBR and/or anti-money laundering field at the international level;
  • Excellent analytical and writing skills;
  • Experience in developing training materials and conducting;
  • Experience in drafting documents for a legal and non-legal audience;
  • Previous experience working with other international organizations would be considered as an asset;
  • Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities;
  • Excellent skills in written and spoken Russian and English;
  • Experience in working in Central Asia or Eastern Europe and/or knowledge of the region is desirable.

Remuneration Package    
     
    The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
