The Presence is implementing the extra-budgetary project “Establishment of a Master’s Programme in Criminology.”
The project aims at establishing a multi-disciplinary Master’s Programme on Criminology in Albania, thus improving research capacities of professionals, academics and policy-makers in the country to identify root causes of crime. It also aims at promoting an increased involvement of the community in crime prevention and rehabilitation of offenders through the programme. The project entails the development of the structure and curricula for the Master’s Programme on Criminology at the Law Faculty of the University of Tirana, building capacities and resources of the University of Tirana to deliver and manage the programme, and supporting the roll out of the first two-year master’s course. In addition, the project will support the establishment of a fellowship programme to support Ministry of Justice and Ministry of Internal Affairs in the fight against crime, as well as offer academic conferences, workshops and seminars to further deepen the knowledge related to drivers of crime and enhance capacities and skills towards better crime prevention.
For this purpose, the Presence will hire one International Expert with extensive experience in both academic and Criminology studies, to design and deliver a one day workshop on general and academic management of a master programme in criminology to the academic team of the Master’s Programme in Criminology at the University of Tirana. In addition, the International expert will deliver as well an open lecture with postgraduate students on research projects and academic efforts and opportunities in the field of criminology. The workshop and the lecture will be organised on 28 – 29 May 2020.
In addition, upon the guidance of the Project Manager, the International Expert will design and deliver in co-operation with another international expert a 4 (four) day training of the academic staff of the master programme. The training will provide the trainees with the concepts and tools that are needed to deliver the core/basic courses planned in the programme and approved by the Ministry of Education, Sports and Youth of Albania. The training session will be organised in September-October 2020 in Tirana (dates to be decided).
Objective
The Presence’s Rule of Law and Human Rights Department is looking for one International Expert to design and deliver a one-day workshop, a four-day training session for the academic staff of the Master’s Programme in Criminology of the University of Tirana and deliver an open lecture with postgraduate students.
Tasks/Responsibilities:
Under the guidance of the Project Manager, for the one-day workshop and open lecture, the expert will be expected to:
• Preliminary discussion/meeting with the Project Manager and representatives of academic staff of the Master’s Programme in Criminology to collect input for the needs assessment workshop; The international expert is expected to be in Tirana, Albania for the workshop.
• Compile a draft programme for the workshop and for the training of the academic staff of the Master Programme in Criminology;
• Hold an 1 (one) day workshop and train the academic staff of the Master’s Programme in Criminology of the University of Tirana;
• Collect feedback and recommendations from participants in the workshop and the training;
• Deliver an open lecture (with a duration of approximately 4 hours) with postgraduate students on research projects and academic efforts and opportunities in the field of Criminology;
• Prepare a needs assessment report for the workshop with the academic staff of the Master’s Programme in Criminology; The report should be at least 2 pages long, Times New Roman 12, 1.5 space, justify;
• Prepare a report for the training with recommendations for future training needs of the Faculty of Law/University of Tirana in the field of Criminology.

• Preliminary discussion/meeting with the Project Manager and representatives of academic staff of the Master’s Programme in Criminology to collect input for the training session; The international expert is expected to be in Tirana, Albania for the workshop.
• Compile a draft programme for the training of the academic staff of the Master Programme in Criminology;
• Train the academic staff of the Master’s Programme in Criminology of the University of Tirana. The focus of the training will be on core courses, theoretical and methodological courses and on an overview of the functioning of such master programmes in foreign universities.
• Prepare hand-out materials for training participants, including at least a case study;
• Collect feedback and recommendations from participants in the training;
• Prepare a report for the training with recommendations for future training needs of the Faculty of Law/University of Tirana in the field of Criminology. The report on the training should be at least 2 pages long, Times New Roman 12, 1.5 space, justify.
Expected Outputs/Deliverables:
For the one-day workshop and open lecture:
A draft outline on the workshop with the academic staff on Master Programme in Criminology a week prior to the workshop; A needs assessment report to be delivered within August 2020. Deliver an open lecture on Criminology related issues, including relevant research projects and various opportunities in the field of Criminology;
For the four-day training of the academic staff:
A four-day training programme of the academic staff on Master Programme in Criminology to take place in September-October 2020 (dates to be decided); Deliver the training as per the programme approved by the Project Manager; Deliver a report on the training session as specified in the Tasks and Responsibilities section two weeks after the training session.
Location and duration
The expert will work from his/her office for the preparatory work. The workshop, the open lecture and the training will take place in Tirana, Albania.
The expert is required to arrive in Tirana for the workshop and the open lecture, one day before the activity, travel dates 27.05.2020 and 30.05.2020
The expert is required to arrive in Tirana for the four-day training, one day before the activity, the training session will be held between September-October 2020 (dates to be decided).
Travel logistics will be arranged by the Presence.
Necessary Qualifications:
• Advanced university degree in Applied Criminology and/or Penology;
• At least 10 years of professional experience as an academic in the educational system;
• Professional experience in criminal justice and Rule of Law;
• Professional experience as a researcher;
• Very good knowledge of English including excellent communication and drafting skills.
The payment will be done according to OSCE consultants remuneration scale.
