Advancing the Human Dimension of Security in Ukraine Project
Background:
This is an extra-budgetary position for a project, currently funded until January 2021. The selected candidate should commit to being available for the duration of the project.
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.
Since 2015, ODIHR has been implementing projects in Ukraine aimed at advancing the respect for human rights, strengthening democratic institutions and promoting tolerance in the society through capacity-building, co-operation and advocacy (Phase I).
Building on the achieved results in areas of human rights monitoring, tolerance and non-discrimination and democratization, the Advancing the Human Dimension of Security in Ukraine Project (Phase II) represents a holistic portfolio of initiatives aimed at advancing the respect for human rights, strengthening democratic institutions and promoting tolerance in the society through capacity-building, co-operation and advocacy. The project will mainstream gender, participation of persons with disabilities and Roma and Sinti, and increase efforts in building capacity of youth. The four mutually-reinforcing expected results are empowerment to address key human dimension issues in Ukraine, dialogue on human dimension issues with domestic, regional and international actors, awareness-raising on the value of human dimension of security in Ukraine and advocacy for better protection of human rights, strengthening of democratic reforms and equality.
The Advancing the Human Dimension of Security in Ukraine project timeframe is January 2019 - January 2021. This project is implemented by a dedicated team of staff funded from extra budgetary sources.
Tasks and Responsibilities:
Under the overall supervision of the Project Officer based in Warsaw (Ukraine CS Project) the incumbent will organise and facilitate the implementation of activities in Ukraine (Kyiv and the regions), and ensure the effective and efficient delivery of the project products to beneficiaries at the national and local levels, and in particular:
• Collecting information, co-ordinating and liaising with national and local counterparts (government, international organizations and civil society) in Ukraine as per project-defined needs;
• In consultation with the PCU, negotiating the terms of Memoranda of Understanding and other similar documents with national and local stakeholders in Ukraine as required for the effective implementation of the project;
• Ensuring that project’s products and outputs are responsive to the needs of the national and local contexts and delivered to beneficiaries in an effective and timely manner;
• Identifying national experts for the participation in the project, compiling their terms of reference, communicating with them on regular basis during the time of their assignment, co-ordinating their input and overseeing the quality of their outputs;
• Facilitating the implementation of project components in Ukraine as per the assigned project work plan;
• Monitoring project activities at the national and local levels, regularly communicating monitoring findings to the Project Officer based in Warsaw and preparing activity reports, as required;
• Managing project funds at the national level, and reporting on both substantive and financial aspects of all activities carried out in Ukraine;
• Assigning work and duties and supervising the project’s Administrative Assistant and the Finance Assistant based in Kyiv.
Necessary Qualifications:
• First-level university degree in human rights, international affairs, social or political sciences or a related field;
• Minimum of four years of professional experience, including relevant professional experience at international level, in the areas of democratization, tolerance and non-discrimination, human rights or similar;
• Demonstrated experience in project management and monitoring, in particular donor-funded projects;
• Proven experience in organizing conferences and events, particularly of capacity building nature;
• Excellent understanding of the complexities of Ukraine’s transition processes;
• Proven experience of working with implementing partner or sub-grantee civil society organizations;
• Ability to work with people of different nationalities, religions and cultural backgrounds;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
• Computer literacy with practical experience in Microsoft applications;
• Excellent oral and written communication skills in English and local languages; knowledge of Russian is desirable;
• Valid driving license.
Remuneration:
Monthly remuneration, subject to social security deductions is approximately EUR 2,150. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
Appointments are normally made at step 1 of the applicable OSCE salary scale.
