“Enhancing Ukraine’s Chemical Emergency Response Capacity” Project

Background information:

The OSCE Project Co-ordinator in Ukraine (OSCE PCU) currently implements Project “Enhancing Ukraine’s Chemical Emergency Response Capacity” aimed at strengthening capacity of the State Emergency Service of Ukraine (SESU) to train personnel dealing with chemical emergency response, to assess hazards from chemical incidents and to co-ordinate emergency response with other national stakeholders.

With a view to strengthening SESU first responders’ training capacity, the Project foresees the revision of the chemical component of the existing CBRN training program of the SESU training institutions (National University of Civil Defence of Ukraine and Training Centre of SESU’s Civil Protection Rescue Service).

During the first stage of the project implementation experts have analysed the existing SESU training programmes, compared them with the best international practice and produced a gap analysis with recommendations for improvement. Based on the conducted analysis a structure of the revised training programme curriculum was developed, which now requires to be further completed with the content developed by the subject matter experts.

The PCU now requires services of a National Expert, who will develop content of the biological emergency response subjects of the revised comprehensive training programme, as well as provide thematic input to the Trainer’s Handbook developing, which will be handed over to SESU for dissemination among its appropriate structures to support the training programme introduction.

Please note that this is a consultancy assignment of approximately 20 working days. The consultant will be required to work from home with the ability to travel if necessary.

Task

In close consultation and co-ordination with the working group consisting of representatives of SESU and SESU’s training institutions, national experts on developing the revised training programme and OSCE PCU Project team, the selected expert will:

• analyse the existing CBRN training programs, curriculums and training materials of the SESU training institutions, as well as the revised structure of the training programme

• develop draft curriculum and content of the biological emergency response subjects for the revised training program, comprising theoretical background information, practical training/exercises scenarios and list of required training equipment

• participate in presentation and discussion of the developed training programme during the working meetings and expert round-tables

• in co-operation with the leading national expert, update the draft of the developed subjects according to the feedback and recommendations received during the expert round-table from the project beneficiaries and other national stakeholders

• develop draft input information on the biological emergency response subjects for the Trainer’s Handbook comprising detailed list of topics and their description, estimated teaching hours for each topic, study materials lists, methodological guidelines for practical exercises, list of skills and competencies students are expected to acquire, and other information, as requested by the leading national expert

Necessary Qualifications:

• University degree in civil protection, industrial safety, CBRN protection or related sphere with the focus on biological safety and security. An advanced degree or relevant advanced training in emergency response would be an advantage

• Minimum 4 years of professional experience in the fields of civil protection or industrial safety. Experience of working within the governmental bodies would be an advantage

• Experience in developing training programmes and courses, manuals, other methodological materials in the field of CBRN protection or emergency response

• Experience in conducting training exercises in civil protection or related sphere will be an advantage

• Excellent analytical and communicational and skills, ability to work in a team

• Excellent knowledge of Ukrainian; knowledge of English will be an advantage

• Computer literate

Remuneration Package:

According to the PCU consultancy fees guidelines.
