General Minimum Requirements    
     
   

The general minimum requirements for working with the OSCE are:

 

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
     
Field of Expertise Requirements    
     
   

The general minimum requirements for working in this field of expertise are:

 

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights
     
Level of Professional Competence Requirements    
     
   

Furthermore, this level of responsibility requires the following:

 

Education:

Police administrative courses on human resources management and general police management

 

Experience:

Minimum 10 years of diversified and progressively responsible police experience including at least 12 months at management level relevant to the actual post

     
Mission Specific Requirements    
     
   

Additionally, this particular post has specific requirements:

 

Mandatory:

  • Previous experience in training and management, preferably within a post-conflict environment;
  • Proven experience in supervising organized crime investigations, complex case management and case project development, and  programs implementation;
  • Solid experience in project management (planning, designing, budgeting, management, evaluation);
  • Strong analytical and drafting skills as well as presentation skills;
  • Ability to design, co-ordinate and implement developmental strategies/training plans and support in the field of policing;
  • Knowledge and understanding of security sector reviews and their impacts;
  • Flexibility and ability to work under pressure and with limited time frames;
  • Professional fluency in English, both oral and written;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity;
  • Ability to operate windows applications including word processing and e-mail.

 

Desirable:

  • Previous liaison experience with non-law enforcement organizations (e.g. local and/or central governmental agencies, social service bodies, non-governmental organizations);
  • Knowledge of regional political history and developments;
  • Practical experience and/or working knowledge of the OSCE, local institutions, UN, NATO and EU authority mechanisms and structure;
  • Previous experience of working in a capacity-building role in South-Eastern Europe.
     
Tasks and Responsibilities    
     
   

Under the direct supervision of the Director/ Chief of Section/Deputy Director of the Department for Security and Public Safety, the Chief of Serious and Organized Crime Section performs the following duties:

 

  1. Managing directly the Serious and Organized Crime Section;
  2. Recommending courses of action and activities for the department in the field of combating serious and organized crime;
  3. Advising Kosovo Police on matters related to transnational threat and combating serious and organized crime, reviewing and commenting on legislation and related policies;
  4. Maintaining awareness of the security sector development process in Kosovo and the region;
  5. Ensuring the effective flow of information between other relevant actors within the field of internal security sector development and the OSCE, together with other contributors identified;
  6. Providing assistance on developing; criminal intelligence strategy to combat organized crime and  transnational crime, strategy to combat terrorism, strategy regarding to Countering Violent Extremism and Radicalization that Lead to Terrorism;
  7. Assisting the broader security and public safety arena in developing capacities to sustain security awareness initiatives in the longer term;
  8. Drafting thematic and performance reports;
  9. Performing other duties as assigned.
