Background:  
     
   

This is an extra-budgetary position. The initial contract will be for one year, renewable until the project ends. The expected duration of the project is from January 2020 until December 2021 and the selected candidate should commit to being available for the duration of the project.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

The Tolerance and Non-Discrimination Department is currently managing a large-scale, extra-budgetary project - ‘Enhancing Stakeholder Awareness and Resources  for  Hate  Crime  Victim  Support’  (EStAR),  which   aims  to  raise  awareness  of  EU/OSCE standards and good practice on hate crime victim support among criminal justice and victim support experts and practitioners,  encourage  development  of   improved  structural  frameworks  for  the  co-operation  of   these stakeholders, and provide tools to develop capacities for assisting and protecting hate crime victims in all EU Member States and 13 associate and candidate countries.

     
Tasks and Responsibilities:  
     
   

Under the general supervision of the Project Officer, the incumbent will be engaged in the planning and implementation of the project, in particular:

  1. Supporting Project Officer in the planning and execution of project activities by establishing and monitoring project timeframe and calendar, organising visits, meetings and in-country project activities, supporting selection and coordination of the work of Experts;
  2. Assisting in development and maintenance of the project Monitoring and Evaluation activities by supporting the evaluation of training and events, collecting data relevant for the project plan, organising review meetings;  
  3. Contributing to the development and maintenance of the Communication Plans and supporting high quality information and visibility of the project activities to the stakeholders; 
  4. Monitoring administrative roll out of the project to ensure potential obstacles or delays in the areas of human resources, finance, IT, documents management, are anticipated and corrective actions are taken;
  5. Ensuring proper management of data and project documentation according to the agreed filing system.
     
Necessary Qualifications:  
     
   
  • Completed secondary education, supplementary training in administration, office organization or project management;
  • At least six years of clerical/administrative/project management experience, with at least one year of working experience at international level; field experience is desirable;
  • Professional experience in the field of criminal justice or human rights issues is an asset;
  • Knowledge of criminal or human rights law; knowledge of hate crimes, police or prosecution systems is an advantage;
  • Experience of implementing technical assistance projects, with a focus on legal or human rights aspects, ability to draft accurate and concise reports, both narrative and financial;
  • Experience in monitoring and evaluation of projects;
  • Excellent written and oral communication skills in English;
  • Computer literacy with practical experience with Microsoft applications; Oracle experience is highly desirable;
  • Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities;
  • Ability to work with people of different nationalities, religions and cultural backgrounds.

Remuneration Package:  
     
   

Monthly remuneration, subject to social security deductions, is approximately PLN 8,400. OSCE salaries are exempt from taxation in Poland.

Social security will include participation in the Cigna medical insurance scheme (current approximate deduction for a staff member is 46 Euro) and OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System for general services employees.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
