Background    
     
   

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Office of Internal Oversight (OIO) is part of the OSCE Secretariat in Vienna, Austria. OIO is responsible for planning and delivering internal audits, investigations, and independent evaluations of the Organization's activities, including field operations. The work of OIO assures the adequacy of governance, risk management, and internal control, ensures compliance with the Organization's internal control framework, and enhances performance and the efficiency and effectiveness of operations.

 

The Evaluation Section of OIO further contributes to organizational learning and helps to ensure the quality and relevance of the OSCE's work. The OSCE is updating its roster of consultants for the provision of evaluation consultancy services within all the organization's thematic areas (encompassing the politico-military, economic and environmental, and human aspects of its work) to the OSCE’s field operations, institutions and the Secretariat in Vienna.

 

If admitted to the roster, members will be assessed against the specific requirements outlined in the terms of references that are created for each available consultancy. Shortlisted members will be contacted regarding specific consultancies and requested to confirm their interest and availability. The final selection among short-listed candidates will involve interviews and potentially also timed written tests.

 

Expert/consultancy assignment durations may vary from a couple of weeks to several months, and commonly include a combination of home-based desk reviews and field visits.

     
Tasks and Responsibilities    
     
   

Evaluation consultants shall apply professional evaluation standards to conduct evaluations. This may involve providing input to all phases of an evaluation processes, including the design, identification, collection and systematic analysis of numerical and narrative information, and report writing. Assignment-specific tasks and responsibilities will be specified in the terms of references that are made available to short-listed candidates.

 

Consultants shall carry out assigned tasks in close and regular communication with an OSCE evaluation manager.

     
Necessary Qualifications    
     
   

Applicants should be prepared to provide documentation or other information that substantiate all qualification claims.

 

Required

  • First-level university degree in social sciences, economics, public policy, law, evaluation, management or other related field(s) from an accredited university;
  • A minimum of six years of experience in evaluation work or social science research in areas of relevance for the OSCE as found at https://www.osce.org/;
  • Experience in qualitative and/or quantitative analysis;
  • Experience in constructing surveys and analyzing survey data;
  • Computer proficiency skills and ability to use relevant software, ideally including but not limited to survey software, statistical software (e.g., STATA, SPSS, SAS, and R), Microsoft Office suite and advanced Microsoft Excel skills;
  • Excellent report-writing skills and the ability to convey complex information in a logical, clear and concise manner as demonstrated by previous evaluation reports;
  • Professional fluency in the English language;
  • Appreciation of the need to observe confidentiality, including complying with OSCE procedures.

 

Preferred

  • At least five publications in peer reviewed outlets;

  • Second-level university degree;

  • Understanding of data sampling techniques;

  • Membership of a national or international evaluation body;

  • Working knowledge of the Russian language;

  • Regional expertise from one or several of the OSCE's geographical area of operations.

Remuneration Package    
     
    Remuneration will be based on established OSCE rates, depending on the nature of required services (e.g., amount of work to be performed and the level of expertise required) and the qualifications of the evaluation consultant.
