Background    
     
   

The OSCE Programme Office in Bishkek continues to be a committed partner to the Kyrgyz Republic in fulfilling its economic and environmental commitments. Particularly, it provides support to the Government of Kyrgyzstan to prevent and combat corruption. The Office is establishing a roster of suitable local and international consultants to be engaged in the implementation of the Economic and Environmental (EED) programme projects and to provide expertise in one or more of the following areas:

  • Integrity in public administration;
  • Functional analysis and/or optimization of state bodies’ functions;
  • Local self-government;
  • Prevention and/or combatting corruption in state agencies;
  • Anticorruption policies and legislation;
  • Management of public financial resources;
  • Corruption risks in local self-government bodies;
  • Strategic planning of the anticorruption policy;
  • Anticorruption analysis of legal and normative acts;
  • Assessment of the level of corruption in state agencies;
  • Other areas relevant for anticorruption and/or improving functioning of public bodies at national and local levels.
     
Tasks and Responsibilities    
     
   

Under the overall guidance and supervision of the Programme Manager, the Consultant will provide consultancy/expertise and assist in the implementation of EED projects, particularly:

  • Assist in implementation of the project activities included in the anticorruption project;
  • Assist in monitoring and evaluation of governmental policies/action plans;
  • Draft analytical notes and reports including analysis of legislation;
  • Develop training modules and conduct training sessions;
  • Develop methodologies of research, collect data and/or conduct research;
  • Summarize  legal, strategic and programmatic documents of the Kyrgyz Republic and foreign countries in the field of anticorruption;
  • Analyze the national legislation to determine factors in laws that could generate or facilitate corruption;
  • Analyze functions of government bodies, state agencies, state owned enterprises as well as their respective business processes;
  • Develop recommendations on restructuring functions of state bodies to counteract corruption;
  • Develop an action plan with efficient anti-corruption measures (also called Detailed Plan of measures for eradication of corruption) for respective government bodies, state agencies and state owned enterprises;
  • Develop new legal acts and proposals on the insertion of changes and additions to existing legal acts aimed at implementation and incorporation of international legal instruments in the anti-corruption field into the legislation of the Kyrgyz Republic;
  • Analyze legal acts in the field of coordination of activities of law enforcement, fiscal and other state bodies of the Kyrgyz Republic on anti-corruption issues;
  • Analyze the State Strategy for Anti-Corruption Policy and update it;
  • Develop a methodology for assessing the level of corruption at state agencies;
  • Development of proposals for the revision of the existing legislation in relation to the existence of corruption risks;
  • Development of proposals for the revision of the existing legislation in relation to rules and procedures guiding operation of public bodies at central and municipal levels.

Necessary Qualifications    
     
   
  • Higher education in Political Science, Social Sciences, Law, Economics, International Development, Public Administration, Public Policy, Business Management or other related fields;
  • A minimum of five (5) years of relevant work experience in one or more of the above mentioned fields;
  • Good understanding of social, economic and political situation in the Kyrgyz Republic;
  • Experience in the legislative drafting or analysis is an advantage;
  • Work experience in completing consultancy assignments for the OSCE Programme Office in Bishkek and other international donor organizations and projects is an advantage;
  • Research experience and publications on the topic of anti-corruption is desirable;
  • Work experience in government bodies at national and/or local level is desirable;
  • Excellent analytical and writing skills;
  • Excellent skills in written and spoken Kyrgyz and Russian; working knowledge of English will be an added advantage;
  • Fully-computer literate.

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
