Please note that this position is funded under an Extra-Budgetary (ExB) Project, which runs until 31 August 2022. The initial contract will be issued for one year with the possibility of an extension.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Transnational Threats Department (TNTD), as part of the OSCE Secretariat in Vienna, Austria, plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring co-ordination and coherence of action across all three OSCE dimensions, among all executive structures while respecting their mandates.

The TNTD comprises the Co-ordination Cell (CC), the Strategic Police Matters Unit (SPMU), the Action against Terrorism Unit (ATU) and the Border Security and Management Unit (BSMU). As part of its activities, the SPMU assists participating States (pS) in response to their request to address threats posed by criminal activity and  supports general police development and reform.

     
Tasks and Responsibilities    
     
   

The extra-budgetary (ExB) project n. 1102121 on "Strengthening the fight against transnational organized crime in South-Eastern Europe through improved regional co-operation in asset seizure, confiscation, management and re-use” is managed jointly by TNTD/SPMU and OCEEA/ Economic Co-operation and Governance and is placed within the Strategic Police Matters Unit of the Transnational Threats Department.

If selected for the post, you will be assisting in the implementation of the Project aimed at improving the effectiveness of the fight against transnational organized crime in the OSCE region by improving capacities within, and regional co-operation among five participating States (pS) in South-Eastern Europe: Albania, Bosnia and Herzegovina (BiH), the Republic of North Macedonia, Montenegro, and Serbia. You will be directly supervised by the Project Managers.

More specifically, you will be performing the following tasks:

  1. Organizing logistical requirements for Project events (capacity-building events, workshops, training,  conferences and meetings), including preparing agendas, and other Project documentation for approval by the  Project Managers, putting in place ICT and other equipment, stationery, refreshments etc., travel planning such as arrangement of accommodation and transport requirements and maintenance of communication with all event participants and the relevant staff from the Department of Management and Finance;
  2. Preparing administrative documents and background material related to the project activities, collecting data required for the preparation of reports related to the implementation of the project, including interim and final reports for submission to the donor, project evaluation reports and briefing papers on project implementation;
  3. Assisting in the development of project activities and liaising with counterparts, facilitating their support and participation; preparing, as requested, terms of reference for the employment of consultants and implementing partners and monitoring the implementation of activities and submission of reports by the implementing partners and consultants;
  4. Monitoring budget expenditure, giving estimates of costs for individual Project activities and proposing  budgetary and/or expenditure adjustments;
  5. Liaising with international, regional and national governmental and non-governmental institutions with the purpose of collecting and sharing information and co-ordinating activities in the area of asset seizure, confiscation, management and social-re-use;
  6. Performing other duties as required.

Necessary Qualifications    
     
   
  • Completed secondary education, supplemented by formal training in administration and/or training delivery;
  • A minimum of four years of working experience in administration or project management;
  • Previous working experience in the field of assisting in the implementation of law enforcement projects;
  • Previous experience in fulfilling administrative tasks in an international organization;
  • Procurement, contracting and/or budget knowledge is an asset;
  • Good drafting and reporting skills;
  • Professional fluency in English, working knowledge of the languages of the beneficiary countries is a distinct asset;
  • Computer literate with practical experience in Microsoft applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deduction, is EUR 3,878 per month. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

 

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
