Overall Goal and Mission of WoMEP

The OSCE Women's Municipal Excellence Program will support the incremental development of the capacities, skills and potentials of Albania’s of women councilors elected in the June 2019 local government elections. It will provide opportunities to expand practical and theoretical knowledge and personal and professional networking to women councilors from Albania by assessing and addressing their professional development needs and leadership potentials.

The Program will enable the Presence to engage strategically and on the long term with women municipal councillors as key stakeholders in the advancement of the role of women in power and promoting gender equality agenda at the local level. WoMEP will provide knowledge and tools for promoting gender sensitive governance, empowering them through added skills, competencies, knowledge, and networking capabilities.

Prior interventions

Over 2016 and 2017, the Presence worked to strengthen the capacities of elected women councillors throughout Albania through one-day training interventions, organised regionally. The positive reception of the past local interventions and the demands for long term and regular follow-ups to them, argued in favour of the need for developing a program expanding beyond short-term trainings, initially focused of a narrow array of topics, to the provision of a more comprehensive set of topics and skills, complemented by follow ups, periodical assignments, monitoring of progress achieved, and a modular delivery of knowledge and skills

 

Tasks and responsibilities of the Consultant:

The Consultant on Local Budget and Finances will be responsible for co-developing and co-delivering, under the guidance of one Senior Expert, the subcomponent on local budget and finances, part of the first of three modules of the capacity-building program for Women Councilors.

A full training agenda and training program of 2 days will be developed and delivered by the two experts (Senior Expert and Budgeting and Local Finances Expert) to one select group of councilors (generation). The module shall include the training package for one training event (in this case one 2-days event), consisting of the trainer’s guide, the training handouts and materials, and training agenda.

Module 1 will be developed and delivered over 2019 (November), whilst Modules 2 and 3 will be delivered in 2020 by thus completing the first training generation of the Academy.

Indicative issues to be covered by the Expert under Module 1:

• Introduction on Legal Framework on Local Budgets: Competences of the Councils, Mayors and legal obligations and duties of councilpersons • Municipal budget cycles: the process of developing, implementing and monitoring Local Budgets. • Decentralized Governance System: Management of Local Finances • Local Economic Development – Financing Local Governance: Taxes and Fees • Deconcentration, Delegation, and Outsourcing Public Services at the Local Level • Gender budgeting: how to mainstream concerns of women and men in local budgets

In relation to the above requirements, the consultant will:

• Hold an inception meeting with OSCE PiA and Senior Expert and conduct a brief desk review of key documents (WoMEP Inception Report provided by OSCE PiA and other key documents identified by the consultant) in relation to the gender equality and local women councilors in Albania, and their potential and specific challenges and constraints; • Under the guidance of the Senior Expert - Outline the local and budget component part in the methodologic framework for Module 1; • In cooperation with the Senior Expert - Implementation/Delivery of the first training module (Module 1) during 2019.

Sequence of Activities related to the provision of deliverables: • Participation in coordination meeting with OSCE      • Provision of proposed component on local budgets and finances in training program for Module I               • Delivery of component on local budgets in training program for Module I  

    Expected Output/Deliverables:

1. Component of the Local Budget and Finances in the Training Materials and Training Agenda for Pilot Module I (10 pages) – by 5 December 2019 2. Delivery of day 2 of in one 2-day training based on agreed program –in the period 10-15 December 2019.

 

Necessary Qualifications:

• 5 years of work experience in the field of local budgets and local finances in medium-level managerial positions. • 5 years of work experience in training for local government official in the field of local budgets and local finances. • Knowledgeable of the applicable gender equality framework on local government. • A minimum of a Master’s degree in one of the listed fields: Economics, Finance, Public Administration, Business Administration • Past positive experiences in delivering similar capacity-building interventions is a plus.

 

Remuneration

The payment for this consultancy will be in accordance with the OSCE established rates and upon submission and approval of the deliverables mentioned above.
