Background    
     
   

This post is located in Prague in the OSCE Office of the Secretary General, Documentation Center in Prague (DCiP).

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The DCiP´s mandate is keeping the institutional memory of the Organization and spreading information on the OSCE through various outreach activities. DCiP is the home of the CSCE/OSCE archives, thus, an important part of its activities relate to maintaining and updating various archival collections, including their digitalization, renaming and saving. Researchers working under special conditions on the DCiP premises and library (Researchers-in-Residence Programme) are also assisted by the DCiP. Effective May 2019 the DCiP also oversees and advises on records management and retention management practices and policies throughout the OSCE.

     
Tasks and Responsibilities    
     
   

Under the overall guidance of the Head of Office and the direct supervision of the Senior Assistant for Documentation and Information, the selected candidate will be responsible for: 

 

1. Supporting the maintenance of the paper and digital archives of CSCE/OSCE historical documents, including filing and registering all incoming records and integrating digital files to the respective collections or to local electronic holdings; performing regular weeding in collections foreseen for permanent retention; adjusting paper collections by assuring their integrity and converting them to electronic format;

 

2. Following standard procedures for the transfer and processing of records from closed field operations, whilst assuring the accessibility and retrieval of individual records; establishing complete lists and inventories of records series with a  view to creating on-line catalogues; maintaining an archival collection of OSCE publications and updating their inventory;

 

3. Disseminating electronic compilations (DVD/CD-ROM) to regular subscribers and depository libraries; in co-operation with other relevant colleagues, compiling listings of new publications and other documents of interest published on the web;

 

4. Providing primary source references and publications to the public at large, dealing with general requests and regular subscriptions as well as dispatching publications; providing researchers with open and restricted documents for their research projects and/or specific reference needs;

 

5. Maintaining the reference library and its collection; ordering new acquisitions (such as books and subscriptions to periodicals), assuring their data entry in the electronic catalogue, if applicable, and implementing loan procedures;

 

6. Performing other related duties as assigned, such as assisting with documentation distribution during events related to the Economic and Environmental Forum, overseeing the work of interns and providing support for general presentations.

Necessary Qualifications    
     
   

- Completed secondary education; completed studies in library sciences or informatics would be an asset;

- A minimum of four years of practical experience with archival and library activities (digital and paper);

- Experience in supporting the implementation of projects would be an asset;

- Keen interest in current history and insight into political science would be an asset;

- Experience in public information services or general documentation (library) services in an international organization, government, academic institution, NGOs etc.;

- Computer literacy with practical experience in Microsoft applications;

- Professional fluency in English, both oral and written. Limited knowledge of Czech and working knowledge of another OSCE working language would be an asset;

- Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;

- Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds, whilst remaining impartial and objective.
