“Helping the Ministry of Internal Affairs address Domestic Violence, Human Trafficking and Cybercrime” project

Background

In 2017-2018, in response to the request from the Ministry of Internal Affairs (MIA), the PCU facilitated the establishment of the mobile police teams “POLINA” (police against violence) to provide a more comprehensive response to domestic violence cases. In particular, the PCU facilitated regional trainings for the police officers of mobile teams “POLINA” on effective response to reported domestic violence cases as well as for “102” emergency hotline operators on identification of such cases and effective communication with the survivors. In 2019, the PCU together with the representatives of National Police of Ukraine (NPU) Preventive Activity Department and the Canadian Police Mission in Ukraine is planning to evaluate the effectiveness of the trainings for “POLINA” mobile teams and “102” emergency hotline operators, with a special focus on their interaction.

Additional information will be provided to the successful candidate.

Please note that this is a consultancy assignment of approximately 20 working days. The consultant will be required to travel to different regions of Ukraine to collect data.

 

Tasks and Responsibilities:

 

The engaged expert will be assigned to develop a methodology and to conduct a participatory evaluation of the effectiveness of the PCU-organized anti-domestic violence trainings for police. The evaluation will examine the applicability of training materials and received knowledge and skills in respective police units’ day-to-day work, as well as challenges and solutions in police response to domestic violence cases. Data collection will focus on feedback from police officers and from governmental and non-governmental anti-domestic violence experts.

The expert, together with other engaged experts, will be responsible for developing the evaluation methodology and tools, arranging data collection, compiling and analysis, drawing conclusions and drafting recommendations. Upon completion of the task, the expert will prepare a report with findings, conclusions, and recommendations.

The assignment for the engaged expert will include:

  • development of the “POLINA” implementation evaluation methodology, including elaboration of metrics, sources, target groups and evaluation criteria;
  • development of evaluation tools, i.e. questionnaires for domestic violence (DV) victims, police officers, etc.;
  • population sampling (DV victims and police officers) for the survey;
  • coordination of the field activities (data collection), including holding five expert interviews and three focus group meetings in various regions;
  • generation of a data file based on the survey results (input and processing of the information using statistical analysis software);
  • quantitative and qualitative survey results analysis;
  • report generation and presentation of key findings of the evaluation to the expert community.

 

The PCU will establish a working group from the representatives of the PCU, NPU, police training institutions and anti-domestic violence NGOs. The engaged national expert will support the working group.

 

Necessary Qualifications:

  • university degree in sociology sciences/law or related fields;
  • minimum 5 years of relevant professional experience at national and/or international level, including experience in conducting evaluation and surveys;
  • proven in-depth knowledge and understanding of the issues related to police activities on addressing gender-based violence, incl. domestic violence cases;
  • knowledge of Ukrainian legislation and practices concerning combating domestic violence;
  • experience in developing evaluation methodology;
  • excellent command of Ukrainian, with exceptional writing skills;
  • computer literacy;
  • experience in providing consultancy services would be an asset;
  • excellent communication skills;
  • self-discipline and ability to work against deadlines.

 

Remuneration Package:

According to the PCU consultancy fees guidelines.
