Background    
     
   

Corruption has been repeatedly recognized as a major obstacle for the continued stability and socio-economic development of the Republic of Tajikistan by the country itself and by the international community.   Over recent years, the Government of the Republic of Tajikistan (GoT) has made efforts to address the issue of corruption. For instance, signing UNCAC in 2006 and ratifying it in 2008 and joining the OECD-led peer review of the Anti-Corruption Network Istanbul Action Plan. It has developed two subsequent Strategies in the Fight Against Corruption in the Republic of Tajikistan, 2008 to 2012 and 2013 to 2020, and established various state bodies and departments with an anti-corruption portfolio, with the Agency for State Financial Control and Fight Against Corruption (AC Agency) nominated as the lead specialized law-enforcement agency responsible for preventing, detecting and initiating the investigation of corruption offenses, and coordinating anti-corruption initiatives between the government agencies. Further capacity-building and implementation of the applicable best practices, especially in the area of ensuring the public support for the anti-corruption activity, are however still needed.

In 2019, the Good Governance Unit supported the constitution of the Coalition of Civil Society of Tajikistan on Transparency and Anti-Corruption. The Unit will provide capacity building to the members of the Coalition, with the objective of enhancing their knowledge on anti-corruption and envisioning that in the future they will build capacity to NGOs in the region. The Unit will also support the daily development of the Coalition by covering the costs of having a Chairperson and a Secretary that will coordinate the activities.

Objective:  

Support the daily operations and activities of the Coalition.

     
Tasks and Responsibilities    
     
   

The expert will be responsible for the following:

  • Administrative support to the Coalition;
  • Management of social media;
  • Organization of communication and liaison support with the Coalition members on work issues;
  • Sending information or documentation to the Coalition members and collecting information from them, as requested by the Coordinator;
  • Record keeping and minutes of the Coalition members' meetings;
  • Monitoring the implementation deadlines of the Coalition members’ decisions;
  • Administration support of the Coalition website (when the website is created);
  • Other tasks as requested.

Expected Output/Deliverable:

  • Administrative support for the organization of the Coalition’s event is provided;
  • Communication between members is established and supported;
  • Minutes of meetings and other documentation are prepared.

Duration of assignment: 01 November – 31 December 2019.

 

     
Necessary Qualifications    
     
   
  • Bachelor’s degree in law, economics, public policy, politics or international relations;
  • A minimum of two years of relevant experience working for civil society organizations, NGOs or government institutions;
  • Professional fluency in English, Russian and Tajik languages;
  • Ability to work under time pressure and with tight deadlines;
  • Experience of working in a multilateral/multicultural environment;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
    The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
