Background    
     
   

The OSCE Programme Office in Dushanbe is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.

     
Tasks and Responsibilities    
     
   

This is a general support function role supervised by the National Security Officer and if you are selected as the Security Guard, you will perform the following duties:

  • Ensure the security and protection of persons and property at the OSCE Office. Exercises strict access control into OSCE Office premises;
  • Keep track of all the outgoing and incoming vehicles;
  • Patrol and maintain security of the office premises and grounds, including overnight guard duties, and reports any irregularities;
  • Perform duties in case of emergency (fire, suspicious package, threatening calls, etc.) and act accordingly;
  • Respond to emergencies affecting the safety in the premises and notifies supervisor and emergency services;
  • Review and update the procedures for rapid evacuation of premises in different emergency situations;
  • Conduct physical security checks of offices. Check that all office machines, air conditioners, lights, etc., are turned off after working hours;
  • Receive and screen for security purpose correspondence and mail;
  • Regularly review and reinforce procedures on screening and handling suspicious parcels/letters;
  • Liaise with the Host external police, security and safety service in case of emergencies;
  • Keep the Emergency Key and Security Log;
  • Maintain communications between OSCE staff members with available organic communications means;
  • Monitor security of premises with available security equipment.
     
Necessary Qualifications    
     
   
  • Completion of secondary education supplemented by studies/training on security related fields;
  • Minimum two years of experience with Police, Military, Security or relevant field;
  • Excellent knowledge of Russian and Tajik. Working level of English is an asset;
  • Basic PC, Communications/equipment managing skills;
  • Ability to communicate effectively and with tact, to use fire extinguishing equipment;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions, is 445.83 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
