Background

The Public Participation Section (PPS) of Democratization Department of the OSCE Mission in Kosovo is implementing an extra-budgetary project “Roll-out of ‘Leaders against Intolerance and Violent Extremism’ (LIVE) Training Course for Youth” #2101017. LIVE is a new flagship capacity-building initiative for civil society announced by the OSCE Secretary General in 2015 in line with Ministerial Council Declaration No. 4/15 in Preventing and Countering Violent Extremism and Radicalization that Lead to Terrorism.

LIVE aims to raise awareness, encourage, and train leaders of civil society so that they can, on a voluntary basis, effectively undertake and advocate efforts for countering/preventing violent extremism and radicalism that lead to terrorism (C/PVERLT), especially at the local level.  Using a multi-dimensional and cross-sectoral approach, the LIVE initiative seeks to promote context-specific efforts against VERLT developed and led by civil society across the OSCE area for grassroots awareness-raising to build resilience; counter-messaging to condemn and delegitimize terrorism; and promote alternative narratives and opportunities for positive change. The LIVE aims to generate and promote efforts that are organic to civil society, and to ensure a level of quality in their planning.

Since countering VERLT requires a multi-dimensional approach and multi-stakeholder collaboration, this LIVE training program will also involve representatives of key ministries responsible for dealing with VERLT in Kosovo.

Objective

The Monitoring Evaluation and Learning (MEL) Expert will be tasked to evaluate MEL forms completed by course organizer (MEL Tools 1-5), train facilitators (MEL Tool 6), and training of participants (MEL Tools 7-10), and to fill in Tools for external evaluators (MEL tool 11-12) as part of final evaluation of the LIVE training.

To achieve the described goals OSCE requires the services of one experienced consultant/expert, familiar with the topic, for a period of 12 days.  

Tasks and Responsibilities  

The scope of the work performed by the consultant will include the following tasks and shall be conducted in close co-operation with the project and activity manager within the OSCE Public Participation Section (PPS):

  • Prepares all interview questions and points/notes for focus group discussion (2 working days)
  • Conducts interviews and focus group discussion with selected participants in all four trainings, with at least 33 per cent of trainees (at least 15 people). Interviews (minimum 7 interviews)  and one focus group discussion(with minimum 8 participants in the group) will be conducted in Prishtinë/Priština (4 working days)
  • Evaluates all evaluation forms from the trainings, assesses results from conducted interviews and discussions, and writes final evaluation of the training (6 working days).

Deliverables

  • Based on the existing MEL framework and guidelines that has been developed for the entire LIVE project consultant is expected to
  • Create a plan and prepare all necessary materials for conducting interviews and focus group discussion, no later than 7 November 2019
  • Review and assess results from conducted interviews and focus group discussion; no later than 10 November 2019
  • Review and asses all completed training evaluation forms (MEL Tools 1-10); no later than 12 November 2019
  • Write first draft of the report and sends it for review and comments; no later than 15 November 2019
  • After considering feedback, writes final evaluation report, of the training, with focus on lessons learned and recommendations for the possible training improvement; no later than 25 November 2019. 

Performance Indicators

  • Relevant evaluation materials are prepared and delivered according to guidelines
  • All tasks are completed in a timely manner, in close cooperation and consultation with activity manger
  • Final evaluation of the training is done in accordance with agreed timeframe and format, with clearly described lessons learned and described recommendations for program improvement.   

Necessary Qualifications  

  • Advanced university degree
  • At least six (6) years of professional experiences in project evaluation
  • Excellent knowledge of spoken and written English language
  • Demonstrated ability to produce high quality evaluation reports, including recommendations
  • Strong analytical skills, and demonstrated experience in qualitative data analysis
  • Excellent communication and report writing skills
  • Ability to travel within Kosovo.

Remuneration Package  

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
