Background

 

The Presence is implementing the extra-budgetary project “Building capacities of Albanian institutions and professionals in the field of Transitional Justice through the establishment of a Centre for Justice and Transformation.”

The project aims to further strengthen the foundations of democratic debate and democratic institutions in Albania by further supporting research structures and capacities as well as academic discussion on transitional justice. More specifically, the project will support the establishment of a Centre for Justice and Transformation (CJT) at the University of Tirana and the enhancement of teaching and research capacities on transitional justice conducted by the CJT, leading to a better-informed and facts-based discourse on how Albania deals with the human rights violations of its past and how the initiatives to tackle the past impact the current democratization process.

The Project will focus on four main interlinked components:

1. Establishment of the Centre for Justice and Transformation at the University of Tirana, as an interdisciplinary academic and research structure of the Faculty of Law, Faculty of Social Sciences and Faculty of History of the University of Tirana;

2. Development of interdisciplinary specialized intensive research theory and practice modules on transitional justice in English language, covering the thematic areas of the Faculty of Law, Faculty of Social Sciences, and Faculty of History of the University of Tirana;

3. Building the research and teaching capacities and resources of the Faculty of Law, Faculty of Social Sciences and Faculty of History of the University of Tirana through a one-month mentoring program, delivered by a renowned European University with long-term expertise in research and teaching on transitional justice;

4. Encouraging the research initiatives on transitional justice performed by the graduate and post-graduate students. The Centre for Justice and Transformation Research Team will provide expert advice and mentoring to young researchers working on the topic of transitional justice. The final research proposals shall be selected by the Centre for Justice and Transformation Senior scholars and upon completion the work of the researchers will be published in the first publication of the Centre for Justice and Transformation.

 

Objective

The Presence’s Rule of Law and Human Rights Department is looking for six graduate students to develop and conduct a research project, together with the mentoring assistance provided by the Centre for Justice and Transformation Senior Scholars’ Team, in the area of transitional justice with focus on history studies, legal studies and/or social science studies.

 

Tasks/Responsibilities:

Under the guidance of the CJT Senior Scholars’ Team, the researchers will be expected to:

• Conduct research for eight months, from October 2019 to May 2020, for the Centre for Justice and Transformation on the topic of transitional justice with focus on history, justice and/or social science.

• Consult monthly with the mentors, individually assigned to them, from the Senior Scholars’ Team.

• Prepare and submit to the OSCE Presence a draft research proposal with research question and research methodology, under the guidance of the mentor, in the deadline outlined below.

• Prepare and submit the final research paper to the OSCE Presence upon completion of the research work, under the guidance of the mentor, in the deadline outlined below.

 

Expected Outputs/Deliverables:

1. Deliver to  OSCE Presence: A completed research proposal, including the scope of the research, research question, and research methodology (min. 2000 words), by 15 December 2019;

2. Deliver to OSCE Presence: A completed full research paper on the selected topic (min. 8000 words), by 20 May 2020.

 

Necessary Qualifications:

• To be an Albanian citizen.

• Bachelor’s degree in the following field: law/social science/history/anthropology.

• Being enrolled or having completed a Master’s degree in the following field: law/social science/history/anthropology.

• Computer literate.

• Desirable, to have attended and completed a course on Research Methods.

• Very good knowledge of English language (speaking, writing and reading).

• Prepare and submit a short research proposal on the topic of transitional justice with focus on history studies, legal studies and/or social science studies

 

Remuneration

The payment for this consultancy will be 2,000 EUR payable in 2 instalments as follows:

- 1st Instalment (EUR 500.00) – payable upon completion and receive of deliverable no. 1 as described above;

- 2nd Instalment (EUR 1,500.00) – payable upon completion and receive of deliverable no. 2 as described above.
