Background    
     
   

NOTE: This is a part-time position for the period of twelve (12) months.

 

The OSCE Mission to Bosnia and Herzegovina continues to play a vital role in strengthening the country’s ability to foster a sustainable and stable security environment, to strengthen Bosnia and Herzegovina’s governance, and to encourage its consolidation as a democratic society. The Mission supports political and education reform and works to promote and protect human rights of all citizens of BiH.

 

Should you be selected for the position, you will provide support in the implementation of the Extra Budgetary Project “Supporting the Central Election Commission (CEC) of Bosnia and Herzegovina (BiH) in conducting general elections in BiH in compliance with international standards on democratic elections” by participating in the development and implementation of projects aiming at supporting the CEC of BiH in fostering progress in compliance of the BiH elections, with the OSCE commitments and other international obligations and standards for democratic elections and with national legislation.

 

     
Tasks and Responsibilities    
     
   

Under the direct supervision of the National Political Officer, should you be selected for the position, you will perform the follwing duties:

 

1. Assisting in Developing and implementing project activities at supporting the Central Election Commission (CEC) of Bosnia and Herzegovina (BiH) in fostering progress in compliance of the BiH elections, and especially the 2020 Local Elections, with the OSCE commitments and other international obligations and standards for democratic elections and with national legislation;

2. Assisting in Ppreparing and organizing election reform related seminars, workshops, courses and other training activities, as well as other administrative tasks, as assigned by the supervisor and Head of the Policy and Planning Section;

3. Monitoring and analysing BiH implementation of the recommendations of the OSCE/ODIHR Election Observation Mission (EOM), following the 2010, 2014, and 2018 General Elections in BiH Promoting these recommendations and OSCE principles in contacts with various stakeholders and partner organizations at the operational level;

4. Reporting on the progress in implementation of the project activities and OSCE/ODIHR Election Observation Mission (EOM);

5. Facilitating and maintaining close contacts with relevant project stakeholders;

6. Participating in relevant meetings, seminars, etc., as directed by the supervisor;

7. Performing other related work as assigned.

Necessary Qualifications    
     
   

- Completed secondary education, supplemented by formal studies in administration, project management, technical or language;

- A minimum of four (4) years of work experience providing project, administrative, and monitoring assistance;

- Knowledge of the OSCE commitments and other international obligations and standards for democratic elections and related national legislation;

- Computer literate with established experience utilising Microsoft applications;

- Excellent written and oral communication skills in English and in the local languages.

 

     
Remuneration Package    
     
   

Monthly remuneration, subject to social security deductions is 2,298.08 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
