Background  

For a number of years the OSCE Mission in Kosovo (OSCE Mission) through its Department for Security and Public Safety (DSPS) continues to proactively contribute to the development of the security and public safety sector in Kosovo. To ensure sustainable progress of the Kosovo Police (KP), Kosovo Agency on Forensics (KAF) and Police Inspectorate of Kosovo (PIK), the Police Development and Monitoring Section (PDMS) will continue to provide support to these institutions through the implementation of activities envisaged in the Kosovo Police Strategic Development Plan 2016-2020, Kosovo Police Human Resources Strategy 2016-2020, KAF Development Strategy 2016-2020, and Police Inspectorate Strategy 2019-2022. The capacity building support will be, targeted at developing human resources management capacities of these institutions and be delivered through tailored specialized training courses. 

In line with both the mandated OSCE Mission’s priorities for 2019 and the requested needs of the beneficiaries, the PDMS will assist Kosovo Police and the Kosovo Agency on Forensics in their efforts to build operational and scientific skills to perform credible and professional forensic services. Forensic-related activities for the staff of both the KAF and Kosovo Police are based on their respective identified training needs and recommendations provided by the OSCE Mission during 2018.

Objective

The objective of this activity is to improve the capacity of participants from Kosovo Police, PIK in conducting internal inspection , and will consist of a variety of practices, group discussions/debriefings and exercises related to analysis of data samples.

To ensure that there are sustainable mechanisms functioning effectively to prevent, detect and investigate criminal offences and disciplinary misconduct within Kosovo Police, upon request the OSCE Mission will re-engage in supporting the PIK, and Kosovo Police Professional Standards and Inspection Directorate to further develop their operational capacities in internal inspection, investigations related to public finances, procurement procedures, practices of control of public finances and public audit. Furthermore, the OSCE Mission will provide specialized training on investigative interviewing for police inspectors. These training activities were identified during the training needs assessment conducted by the beneficiaries in 2018. Furthermore, the support on these areas will assist the PIK and Kosovo Police in their efforts to prevent and combat corruption; a risk which was identified by several external partners. 

To ensure the objectives of the project are met, from 18 to 22 November  2019, PDMS will deliver one week of advanced training on conducting internal inspection for PIK and Kosovo Police staff to develop their skills on procedures and practices related to conducting internal police inspection. . The training aims to equip participants with enhanced understanding and operational skills to determine whether Kosovo Police is achieving objectives in accordance with existing plans and relevant legislation and standards. Furthermore, the training will familiarize the participants with methods, objectives and the planning stage for inspections of police operations and support services within the police.

The training will be conducted by an international consultant hired by the Mission at the Kosovo Academy on Public Safety facilities and will cover the following topics:

  • The roles and types of internal police inspections
  • Methods and techniques for conducting internal inspection
  • Planning methods and documentation of operational inspections
  • Conducting field assessment and using fact finding techniques
  • Comparing operational planning vs operational management assessment
  • Report writing and evidence presenting following inspections.
  • Conducting follow up inspections.

The duration of consultancy is eight (8) working days between 01 October and 30 November 2019.

Tasks and Responsibilities  

Under the supervision of the Chief of PDMS, the international expert shall:

  • Draft the training methodology and materials in consultation with PDMS and deliver final training agenda, video presentations, PowerPoint presentations, practical exercises and case studies, a pre course evaluation test and a training evaluation questionnaire and submit it to the Chief of PDMS and in electronic form/as agreed with the PDMS Chief
  • Deliver five (5) days of Advanced training on conducting internal inspection for PIK and Kosovo Police for  twenty (20) participants and assist them to deal  with the potential challenges that may arise
  • Provide advice on the sustainability of the specialized training programme in the relevant area to the PDMS
  • Produce the final consultancy report and recommendations for further action.

Deliverables

  • By 01 October 2019 submit the final proposal of an assessment methodology satisfactorily incorporating the PDMS, if applicable, to the Chief of PDMS in electronic form
  • By 15 October   2019 prepare the final assessment field work  agenda satisfactorily incorporating the PDMS comments and submit to the Chief of PDMS and in an electronic format
  • From 18-22 November 2019, deliver the advanced training on conducting internal inspection for PIK for twenty (20) participants from the KP, PIK and Ministry of Internal Affairs (MoIA)
  • By 30 November 2019 submit to the Chief of PDMS the final consultancy report including assessment of the participants, the effectiveness of the training materials/methodology, recommendations for further action and the sustainability of the specialized training programme in the relevant area, etc.

Performance Indicators

  • Final training plan, agenda, presentations, interactive exercises, case studies and training evaluation questionnaire submitted in the agreed form and of satisfactory quality.as requested/instructed by the Chief of PDMS
  • Training delivered as scheduled/planned in a requested format and of satisfactory quality.as requested/instructed by the Chief of PDMS
  • Positive feedback from the training participants (training evaluation questionnaire)
  • The completed pre course evaluation test and the training evaluation questionnaire
  • The final consultancy report is submitted on time and is of satisfactory quality.as requested/instructed by the Chief of PDMS

Necessary Qualifications  

  • University degree in Criminal Investigation, Quality control, Auditing, Evaluation or Inspection or other similar vocational qualification relevant to the topic
  • Minimum twelve (10) years of relevant professional experience on conducting internal inspection for law enforcement institutions
  • At least five (5) years’ experience on conducting training in the security sector
  • Professional fluency in English
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and demonstrated gender sensitivity
  • Flexibility, adaptability and the ability to work under pressure and with limited time frames.

Remuneration Package  

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates
