Background:

The incumbent is assigned to the Project Co-ordinator in Uzbekistan (PCUz) Economic and Environmental Dimension (EED) and functions as the Assistant to the Senior Project Officer. The Unit consists of five staff: the incumbent, the Senior Project Officer, the National Project Officer, the Senior Programme Assistant and Programme Assistant.  

Tasks and Responsibilities:

Under the direct guidance and supervision of the Senior Project Officer, the incumbent performs the following duties:

Research and Analysis Functions

a) Undertakes searches for economic and environmental information on ongoing issues in Uzbekistan from all available sources, including media monitoring, contacting relevant economic and environmental bodies to identify information relevant for all economic and environmental, as well as good governance activities, and follows relevant issues on a daily basis;

b) Communicates and co-ordinates internally, in all matters related to the EED, with all PCUz units, and externally, with NGOs, local and central governmental institutions, international organizations, and relevant OSCE Secretariat units such as the OCEEA and PESU as requested by the supervisor. Makes proposals on EED projects by ensuring that the Mission's policies and programmes are upheld and implemented;

 Project Management Functions and Reporting

c) Receives project proposals, advices implementing partners, streamlines proposals and assists the Senior Project Officer in developing an integrated strategy for PCUz EED projects, planning, implementation and reporting;

  • The incumbent evaluates project proposals submitted to the PCUz on EED issues, assessing strengths and weaknesses, and provides the Senior Project Officer with recommendations on which proposals fall within the PCUz EED programme and should be considered for funding. The incumbent will use his/her knowledge of the economic and environmental situation and the needs for its development and local capacities to implement projects to make these assessments. The incumbent works with potential implementing partners on work plans, budgets and timelines, translating documents not submitted in English.
  •  The incumbent monitors implementation of economic and environmental projects, through regular visits, review of financial and programmatic reports and project deliverables. He/she produces project evaluation reports and provides implementing partners with suggestions on how to improve performance. He/she provides assistance to implementing partners in project management and financial planning through meetings and in writing.  

d) On behalf of the EED, the incumbent attends local seminars, meetings and conferences on EED issues and reports on conclusions reached and recommendations made.

 Administrative/Secretarial functions

e) Assists in organizing official visits and conferences; compiles background material and drafts papers for seminars and conferences; drafts as required correspondence, reports, evaluations, analyses and justifications, which may be of a confidential nature within the assigned area of responsibility;

f) Proactively co-ordinates with relevant PCUz units (in particular FAU) and renders administrative support, such as raising PRs, ensures the availability of office supplies; arranges for the procurement of office and project material needed.

g) Makes appointments for the supervisor and maintains his/her calendar; arranges meetings; receives visitors, places Organization for Security and Co-operation in Europe and screens telephone calls and responds to routine requests for information; maintains a follow-up system on responses due, reminds the supervisor orally and in writing of the observance of deadlines; keeps the supervisor informed of any foreseen difficulties.

h) Maintains and updates files of reports, correspondence and other relevant material; keeps record of reports received; classifies and codes materials being filed.

i) Performs interpretations and translations from and to Uzbek, Russian and English as directed by the Senior Project Officer;

j) Performs other duties as assigned.

Minimum Qualifications:

  • University degree in economics, agriculture or political science
  • At least four years working experience in a related field, part of which should preferably have been in an international environment. Previous experience in project management is desirable.
  • Computer literate with practical experience in Microsoft packages; Work experience within the ORACLE-based system will be an asset;
  • Excellent written and oral communication skills in English, Russian and Uzbek languages;
  • Demonstrable organizational, analytical and problem solving skills;
  • Strong interpersonal and communication skills;
  • Solid skills in reporting, interpretation and translation;
  • Ability to work with people of different nationalities, religions and cultural backgrounds.

 Remuneration Package

  • Appointment is normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
