Background:  
     
   

The OSCE/ODIHR Contact Point for Roma and Sinti Issues (CPRSI) requires support by a Junior expert to work within the project “Roma and Sinti Youth Initiative - Empowering Roma and Sinti youth to promote social inclusion of their communities,” as part of the wider ODIHR programme “Assisting the participating States to effectively implement the Action Plan on Improving the Situation of Roma and Sinti within the OSCE Area.”

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. The ODIHR’s activities are implemented in 57 participating States in accordance with ODIHR’s political mandate. ODIHR provides support, assistance and expertise to participating States and civil society to promote democracy, rule of law, human rights and tolerance and non-discrimination.

Improving the situation of Roma and Sinti youth is part of the OSCE’s commitments and Ministerial Council’s decisions (MC 3/2003, MC 6/2008, MC 8/2009, MC 4/2013). Capacity building and empowerment for participation of Roma and Sinti youth in all aspects concerning them and in the public and political life remain among the priorities of the ODIHR CPRSI.

In 2013, the CPRSI has launched the Roma and Sinti Youth Initiative, designed to provide opportunities for civic organizations to stimulate Roma and Sinti youth groups as agents for change in their communities through volunteerism at the grassroots level. Furthermore, the CPRSI organized the “Roma and Sinti Youth Conference: Activism, Participation, Security” in Belgrade in December 2014, followed-up by its conference report in 2015, as well as a training on participation and advocacy for young Roma and Sinti activists and their participation in the 2015 Human Dimension Implementation Meeting. In 2016, the CPRSI supported the implementation of projects empowering Roma youth in Croatia, Georgia, Hungary and Serbia, and enabled the participation of Roma and Sinti youth in the 2016 Human Dimension Implementation Meeting. In 2017 and 2018 ODIHR continued to support the professional development and empowerment for young Roma and Sinti and provide them with opportunities to raise awareness about challenges and needs concerning participation and to put forward recommendations in human dimension events as well as other international meetings addressing youth issues. 

The continuation of the Roma and Sinti Youth Initiative in 2019 will build further activities in this area.

Hosted in the ODIHR CPRSI, in Warsaw, the position is designed to provide Roma and Sinti youth with valuable skills meant to equip them for further work in the field of human rights, to introduce them to the work of various OSCE institutions and structures, and to offer them the opportunity of working in a multinational and multicultural environment of an international organization.


Objective:

The objective of the assignment is to support the work of the CPRSI, specifically of its Roma and Sinti Youth Initiative, including gender-mainstreaming and gender-targeting activities of the CPRSI, and other activities pertaining to the wider mandate and tasking of the ODIHR CPRSI.

     
Tasks and Responsibilities:  
     
   

Under the general supervision of the Chief of the CPRSI, the incumbent will perform the following duties:

  • Assisting in monitoring, collecting and processing of information related to the implementation of commitments regarding Roma and Sinti, particularly women and  youth, by the OSCE participating States;
  • Supporting the implementation of projects or related tasks and activities, especially the Roma and Sinti Youth Initiative;
  • Assisting in the preparation, organization, evaluation and follow-up of events convened by the CPRSI, especially youth-related events;
  • Undertaking any other tasks related to the project as directed by the supervisor;
  • Assisting in implementation of CPRSI’s activities advancing gender mainstreaming activities as well as activities promoting awareness about the specific interests and needs of Roma and Sinti women, including participation of Roma and Sinti youth, as part of the follow up to the ODIHR Third Status Report: For Roma with Roma.
     
Necessary Qualifications:  
     
   
  • Completed secondary education or equivalent;
  • At least 2 years of relevant working experience. Working experience with Roma and Sinti youth or women’s organizations is an advantage;
  • Excellent knowledge of Roma and Sinti related issues, in particular Roma and Sinti youth and women’s issues;
  • Experience working at grassroots level, including in activities related to community or youth mobilization is considered an asset;
  • Excellent organizational skills, ability to work with tight deadlines, and attention to detail;
  • Strong communication skills;
  • Fluent oral and written English. Knowledge of Romani language is considered an asset;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining tactfulness, impartiality and objectivity.

Remuneration Package:  
     
   

The OSCE/ODIHR shall engage the Junior Expert for five months within the period from September 2019 to February 2020. Remuneration will be in accordance with the OSCE established rates and will be payable at the end of each month upon acceptance of all deliverables described in thes Terms of Reference.
