Background    
     
   

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

 

The Department of Management and Finance (DMF) is responsible for managing the material and financial resources of the Organization. The objective of DMF is to provide efficient and effective management of non-staff resources in support of OSCE programmatic activities. It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial Administrative Instructions. DMF consists of Budget and Finance Services, Mission Support Section, Information and Communication Technology Section and the Information Security and Co-ordination Unit. 

 

The Information Security and Co-ordination (ISC) Unit assists the Secretary General in his role as Chief Administrative Officer of the OSCE, to ensure efficient use of the Organization’s financial and material resources.  Specifically, ISC formulates and monitors an integrated control framework for the Organization through a formal risk assessment and mitigation process, supported by a comprehensive Common Regulatory Management System (CRMS) comprising regulations and instructions.

     
Tasks and Responsibilities    
     
   

Under the supervision of the Chief, ISC, the Risk Management and Internal Control Officer will be tasked with:

 

  1. Developing and enhancing the OSCE risk management system, maintaining a focus on significant risks and related control mechanisms and developing and running summary reports to highlight key issues;
  2. Reviewing, documenting and evaluating the internal controls operating throughout the OSCE;
  3. Identifying areas where improvements to controls are required and taking responsibility, in co-ordination with the supervisor, for the development and implementation of solutions;
  4. Providing support for automated controls and other business solutions to financial management business needs that incorporate the Oracle ERP technology and the OSCE business processes;
  5. Monitoring the regulatory control environment, identifying and implementing improvements and providing advice to executive structures to ensure a common application and understanding of the rules and procedures;
  6. Performing other related duties as assigned.

Necessary Qualifications    
     
   
  • First-level university degree in business and/or finance; a second-level university degree would be an asset; 
  • A minimum of six years progressively professional experience in systems and business related financial and material administration, including three years at the international level;
  • Experience in proposing and implementing improvements to policies and the control environment with a risk based approach;
  • Detailed knowledge and experience in applying enterprise risk management concepts and the ISO31000 risk management standard;
  • Professional fluency in English with excellent written and oral communication skills; knowledge of other OSCE working languages would be an asset; 
  • Experience in understanding field operations, preferably in administration; 
  • Knowledge and experience in applying accounting principles;
  • Ability to communicate effectively and offer clear, concise and relevant advice;
  • General computer literacy and excellent computer analytical, summarization and presentation abilities, especially in Word, Excel and Power Point; working knowledge of all aspects of Oracle would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.

Remuneration Package    
     
   

Monthly remuneration is approximately EUR 6,356, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

 

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
