Background  

In continuation of previous activities, the OSCE Department for Security and Public Safety (DSPS) within the OSCE Mission in Kosovo (OMiK) will organize a one-day seminar regarding “Standardized and successful detection measures in relation to armed robberies” as a comprehensive capacity building endeavour based on the needs and local specifics to support efforts to strengthen the Kosovo framework in this portfolio. The planning of the said event has taken place in light of the recent alarming development of the robbery delinquency in entire Kosovo. As of December 2018 armed robberies have to be considered as one of the most virulent crimes in Kosovo these days leading to grave cause of concern among large parts of the population (according to a statement being made by the Deputy Minister Internal Affairs, Mr. Abduselami Shkodra, on 02 February 2019). As this trend is still uninterrupted, the seminar is considered as a ‘quick impact activity’ facilitated by the Serious and Organized Crime Section (SOCS) inter alia aiming at a “reputational gain” for the entire mission. Moreover, the high rate in relation to the suspension of criminal proceedings (80 %) by the judiciary due to lack of evidence has been a driver for organizing the said seminar. The envisaged ‘quick impact activity’ is expected to make the participants see sense in taking advice being granted by the international expert. This plan will be additionally supported by introducing convincing real-life case studies from the international expert’s native country. This approach is probably the best way to engender greatest acceptance amongst the beneficiaries. The participants will be composed of members of Kosovo Police (from all levels), Prosecution Service, KAPS and the judiciary.

Objective

The objective of the seminar detailed above is to complete the core UB project against the background of a pressing crime phenomenon creating a dire need to act. Furthermore, it is envisaged to enhance the capacities of participants representing Kosovo’s key agencies in the fight against serious property-related crime within their competencies and scope. This intention includes of course the preventive aspect. Moreover, the seminar should convey to its particpants the idea that preventing/combatting (armed) robberies should not be considered as routine work. Ideally the seminar should help contributing to a change in relation to the latest robbery crime trends.  

The duration of consultancy is two (2) working days between 01 September and 20 September 2019.

Tasks and Responsibilities  

Under the supervision of the Activity Manager, the international expert will familiarize the participants in which fashion standardized successful detection and prevention measures in relation to armed robberies can be taken. This will take place on 10 September 2019 on the occasion of a 1-day seminar being held in the KP Adminstration Building in Prishtinë/Priština. This will include real-life cases and notable investigations being dealt with by the expert in the given context. The lecturer’s contribution should also help encourage out-of-the-box thinking amongst participants.

The international expert will be responsible for the following:

  • Develop a presentation on standardized detection/prevention measures being successfully applied in his/her home administration in conjunction with robbery delinquency. He/she should do this in consultation with the activity manager and deliver the agenda and presentation slides prior to the seminar
  • Depict the nexus between armed robbery and the gambling sector as a prioritized area for successful money laundering and the insight that e. g. betting shops are considered as easy and cash-rich targets
  • Depicting the advantages/disadvantages of centralized/decentralized handling of robbery cases

Deliverables

  • By  01 September 2019, submit the presentation, agenda and corresponding materials to the Activity Manager for approval and potential amendment
  • By 06 September 2019, finalize the presentation, agenda and corresponding materials and submit them to the Activity Manager
  • On 10 September 2019 deliver a one-day presentation to 24 training participants, covering, but not limited to the following areas:

How to professionally handle tip-offs that an (armed) robbery is imminent

The commission of robberies whilst carrying firearms may even lead to excessive crimes such as murder

Importance of analysis results, intelligence and predictive policing in conjunction with serious property-related crimes

Requirements being faced by the prosecution service and the judiciary in the given context (particulary in regard to covert measures)

Real-life cases being successfully investigated by the lecturer

Importance of electronic appeals/appeal posters/CCTV images in the course of an investigation

Importance of good partnership with industry to prevent crimes, dye or glue packs used to destroy stolen cash, need for a “prevention, prepare and protect strategy”

  • By 20 September 2019 deliver a final report mirroring the observations made by the expert during the seminar.

Performance Indicators

  • Final presentation and agenda are submitted in time
  • Presentation delivered as scheduled and planned in the requested format and meeting the requirements of the Activity Manager
  • Positive feedback from the conference participants (verbally and written) is received.

Necessary Qualifications  

  • A bachelor degree from a University of Applied Sciences or equivalent from another public education institute in law enforcement or a similar discipline such as jurisprudence
  • Minimum of ten (10) years of experience in investigating armed robberies at  central level
  • Investigative experience in supervisory capacity of at least (5) years.
  • Proven experience in delivering specialized training courses in the context of armed robbery
  • Cultural sensitivity and sound professional judgment;
  • Excellent spoken and written English language is essential.

Remuneration Package  

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
