Background  

For a number of years the Department for Security and Public Safety (DSPS) of the OSCE Mission in Kosovo (the Mission) continues to contribute proactively to the development of the security and public safety sector in Kosovo. To ensure sustainable progress of the Kosovo Police (KP), Kosovo Agency on Forensics (KAF) and Police Inspectorate of Kosovo (PIK), the Police Development and Monitoring Section (PDMS) will continue to provide support to these institutions through the implementation of activities envisaged in the KP Strategic Development Plan 2016-2020, KP Human Resources Strategy 2016-2020, KAF Development Strategy 2016-2020, and Police Inspectorate Strategy 2019-2022. The capacity building support will be, targeted at developing the human resources management capacities of these institutions and be delivered through tailored specialized training courses. 

In line with both the mandated Mission’s priorities for 2019 and the requested needs of the beneficiaries, the PDMS will assist the KP and KAF in their efforts to build operational and scientific capabilities to perform credible and professional forensic services. Forensic-related activities for the staff of both the KAF and the KP are based on their respective identified training needs and recommendations provided by the Mission during 2018.

Furthermore, crime scene analysis and interpretation, crime scene reconstruction on shooting incidents and in cases involving explosions, new psychoactive substances, shoeprint and tire print training activities will be delivered as per the request of the beneficiaries. These advanced trainings will enhance the KP crime scene operational capacities. These needs are in line with the KP development plans as outlined in the KP Human Resources Strategy and the KP Training Strategy and action plans. On the other hand, during 2018, PDMS closely working with KP has identified that there is a need to improve the operational capacities of KP in the area of forensics and crime scene examinations.

To ensure the objectives of the project, from 23-27 September 2019, PDMS will deliver a one-week advanced training on shoeprints and tyre prints for 20 KP crime scene examiners, investigators and KAF staff, on methods and tools which can be deployed to record different shoeprints, tyre prints and tool marks at crime scenes.

The training will focus on various methods and tools used on extracting evidences at the crime scene. The overall aim of the training is to equip the participants with enhanced knowledge and practical skills on how to identify, record different shoeprints, tyre prints and tool marks at crime scenes.

This training will focus on two skill areas namely: shoeprint evidence and tire print analysis.

Practical hands on modules in the training will include:

  • Methods for identifying visible and latent prints
  • Methods for collecting samples including using
  • Using an adhesive lifter and a gelatine lifter
  • Methods for using an electrostatic dust-print lifting device
  • The documentation and photographing of prints
  • Packaging of evidence, its submission and request for forensic examination
  • The use of recording tools and techniques and
  • The use of other resources and references material

Objective

The objective of this activity, which will be delivered by an international expert hired by the Mission, is to provide the participants with the opportunity to enhance their knowledge and skills on crime scene investigation by extracting shoeprint evidence and by conducting tire print analysis.

The duration of consultancy is eight (8) working days between 01 September and 05 October 2019.

Tasks and Responsibilities    

Under the supervision of the Chief of PDMS, the international expert shall:

  • Draft the training methodology and materials in consultation with PDMS and deliver final training agenda, video presentations, PowerPoint presentations, practical exercises and case studies, a pre course evaluation test and a training evaluation questionnaire satisfactorily incorporating the PDMS comments and submit to the Chief of PDMS and in electronic form/as agreed with the PDMS Chief
  • Conduct  five (5) days of Advanced training on shoeprints and tyre prints for 20 KP investigators and assist them to cope with the challenges that they meet during the training
  • Provide advice on the sustainability of the specialized training programme in the relevant area to the PDMS
  • Produce the final consultancy report and recommendations for further action.

Deliverables

  • By 01 September 2019 submit the final proposal of an assessment methodology satisfactorily incorporating the PDMS comments, if applicable, to the Chief of PDMS in electronic form
  • By 05 September 2019 prepare the final assessment field work  agenda satisfactorily incorporating the PDMS comments and submit to the Chief of PDMS and in electronic form/as agreed with the PDMS Chief
  • From 23 to 27 September  2019, conduct the Advanced training on shoeprints and tyre prints 20 KP investigators and KAF experts
  • By 05 October 2019 submit to the Chief of PDMS the final consultancy report including assessment of the participants, the effectiveness of the training materials/methodology, recommendations for further action and the sustainability of the specialized training programme in the relevant area, etc.

Performance Indicators

  • Final training plan, agenda, presentations, practical exercises, case studies and a training evaluation questionnaire submitted to the Chief of PDMS on time
  • Training delivered as scheduled/planned in a requested format and to the satisfaction of the PDMS Chief
  • Positive feedback from the training participants (training evaluation questionnaire)
  • The completed pre course evaluation test and the training evaluation questionnaire
  • The final consultancy report is submitted to the Chief of PDMS on time and of quality satisfactory to the Chief of PDMS.

 Necessary Qualifications  

  • University degree in Criminal Justice, Criminology, Law, Crime Scene Investigation or other similar vocational qualification relevant to the topic
  • Minimum twelve (12) years of relevant professional experience on crime scene examination
  • At least five (5) years of experience on conducting training in the security sector
  • Professional fluency in English
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and demonstrated gender sensitivity
  • Flexibility, adaptability and the ability to work under pressure and with limited time frames.

Remuneration Package  

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
