Background
For a number of years the Department for Security and Public Safety (DSPS) of the OSCE Mission in Kosovo (the Mission) continues to contribute proactively to the development of the security and public safety sector in Kosovo. To ensure sustainable progress of the Kosovo Police (KP), Kosovo Agency on Forensics (KAF) and Police Inspectorate of Kosovo (PIK), the Police Development and Monitoring Section (PDMS) will continue to provide support to these institutions through the implementation of activities envisaged in the KP Strategic Development Plan 2016-2020, KP Human Resources Strategy 2016-2020, KAF Development Strategy 2016-2020, and Police Inspectorate Strategy 2019-2022. The capacity building support will be, targeted at developing the human resources management capacities of these institutions and be delivered through tailored specialized training courses.
In line with both the mandated Mission’s priorities for 2019 and the requested needs of the beneficiaries, the PDMS will assist the KP and KAF in their efforts to build operational and scientific capabilities to perform credible and professional forensic services. Forensic-related activities for the staff of both the KAF and the KP are based on their respective identified training needs and recommendations provided by the Mission during 2018.
Furthermore, crime scene analysis and interpretation, crime scene reconstruction on shooting incidents and in cases involving explosions, new psychoactive substances, shoeprint and tire print training activities will be delivered as per the request of the beneficiaries. These advanced trainings will enhance the KP crime scene operational capacities. These needs are in line with the KP development plans as outlined in the KP Human Resources Strategy and the KP Training Strategy and action plans. On the other hand, during 2018, PDMS closely working with KP has identified that there is a need to improve the operational capacities of KP in the area of forensics and crime scene examinations.
To ensure the objectives of the project, from 23-27 September 2019, PDMS will deliver a one-week advanced training on shoeprints and tyre prints for 20 KP crime scene examiners, investigators and KAF staff, on methods and tools which can be deployed to record different shoeprints, tyre prints and tool marks at crime scenes.
The training will focus on various methods and tools used on extracting evidences at the crime scene. The overall aim of the training is to equip the participants with enhanced knowledge and practical skills on how to identify, record different shoeprints, tyre prints and tool marks at crime scenes.
This training will focus on two skill areas namely: shoeprint evidence and tire print analysis.

Objective
The objective of this activity, which will be delivered by an international expert hired by the Mission, is to provide the participants with the opportunity to enhance their knowledge and skills on crime scene investigation by extracting shoeprint evidence and by conducting tire print analysis.
The duration of consultancy is eight (8) working days between 01 September and 05 October 2019.

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
