Additionally, this particular post has specific requirements:

 

Mandatory:

  • A minimum of six years of relevant work experience in the fields of macro/micro economics, development economics, economic policy formulation/implementation or related fields;
  • Good understanding of the regional political and economic context of Central Asia;
  • Strong analytical and drafting skills, including the ability to produce concise and informative reports, background documents, talking points, presentations;
  • Experience in project management (i.e. development, implementation, monitoring and evaluation);
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Professional fluency in the English language, both oral and written;
  • Ability to operate Windows applications, including word processing and e-mail.

 

Desirable:

  • Previous experience in working in CIS countries or in countries with undergoing economic transition;
  • Working knowledge of the Russian or Tajik languages;
  • Experience in negotiation/mediation.
     
Necessary Qualifications    
     
   

The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments. With  special emphasis on the regional context, it assists Tajikistan in tackling problems and threats to security, supports conflict prevention and crisis management measures. As such, it works in areas such as border management, police reform, counter-terrorism and small arms and light weapons stockpiling and storage. The Programme Office supports the development of the rule of law and democratic political institutions and processes, including the respect for human rights.

 

The Economic and Environmental Department is one of three programmatic departments in the Programme Office and supports the country in developing free trade, good governance, environmental protection and water and energy security.

 

The Programme Office supports cross-border markets and free economic zones on the Tajik-Afghan border by providing expert advice. It supports the dialogue between authorities and business owners to improve the investment climate in areas which have experienced armed clashes in the past, and involve local authorities more in national policy-making. The Programme Office also helps the government promote foreign investment in Tajikistan by bringing together Tajik and international business at annual international economic forums in the country’s regions.

 

This is a senior professional role supervised by the Head of the Economic and Environmental Department and overall supervision of the Deputy Head of the Programme Office in Dushanbe. If you are selected as the Economic Officer, you will perform the following duties:

 

1. Managing the activities of the Economic Unit, including programmatic activities;

 

2. Following and analyzing economic and social context developments in accordance with the Office’s mandate and drafting concise and informative reports;

 

3. Planning, implementing and monitoring project activities;

 

4. Establishing and maintaining close contacts on economic issues with relevant agencies of the host government and international organizations and participating in donor co-ordination meetings;

 

5. Establishing and maintaining close co-ordination with the Office of the Co-ordinator of Economic and Environmental Affairs in the OSCE Secretariat;

 

6. Facilitating contacts and promoting information exchange on economic issues with local authorities, universities, research institutions and NGOs;

 

7. Assisting in arranging OSCE regional events, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;

 

8. Regularly briefing the Head of Department on all relevant ongoing activities within the Economic Unit;

 

9. Supervising the work of two Programme Assistants;

 

10. Performing other related duties as required.
