Background:

OSCE/ODIHR’s Human Rights Department is looking for a 2D game artist for the project “Online Training Platform and Curriculum Development

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. The ODIHR’s activities are implemented in 57 participating States in accordance with the ODIHR’s political mandate. For ODIHR, a vital aspect of sustainable support for implementation of OSCE human dimension commitments is the protection of human rights defenders who act “individually or in association with others to promote and to strive for the protection and realization of human rights and fundamental freedoms ” at the local, national, regional and international levels, [...] recognize the universality of human rights for all without distinction of any kind, and [...] defend human rights by peaceful means. In June 2014 ODIHR published the Guidelines on the Protection of Human Rights Defenders and has since then worked to make the Guidelines known to the general public and to more specific audiences, such as governmental officials, the media, OSCE executive structures and the human rights defenders (HRDs) themselves.

The ODIHR project “Increasing effectiveness, strengthening enabling environment for human rights defenders” aims to support effective work of HRDs in all OSCE participating States, in line with relevant OSCE human dimension commitments and corresponding human rights obligations of the participating States. Within this project, ODIHR in close collaboration with its Implementing Partner (IP) Benetech[1] is developing a learning game based on a core game narrative and drawing on real life human rights investigations. The narrative covers human rights violations related to forced labour and ill-treatment and addresses the relevant international legal framework and human rights monitoring principles while taking into account gender and other diversity considerations.

Objective:

A professionally designed human rights monitoring mission in the game will guarantee the players/HRDs an immersive and emotionally engaging learning experience simultaneously allowing for better learning outcomes by increasing the retention of knowledge.[2]  Therefore, ODIHR requires the services of an experienced gaming artist who will assist ODIHR with the development of the art used in the ‘Episode 1 cut scene’ and in all scenes of ‘Episode 2’ of the game in an engaging and gender-sensitive manner. The artist will rely on existent game documentation provided by ODIHR and its IP Benetech.

Tasks and Responsibilities:

The Consultant reports to the Human Rights Adviser/Capacity Building Co-ordinator and will be primarily tasked with developing game art in close collaboration with Benetech and based on the documentation and content provided by ODIHR and Benetech. Tasks include:

  • Review the existent game design documents and draft designs of the game and discuss the concept and vision with the project team;
  • Design the six main scenes of the game;
  • Design the 2D characters, assets and environments of the game;
  • Propose relevant character animations and sound effects to make the game experience more realistic and engaging; 
  • Remaining available for consultation with ODIHR and Benetech until all outputs are delivered;
  • Designing animated art and implementing it in the existing game in Unity engine.

Deliverables:

Upon completion of the contract, the Consultant will deliver:

  • The completed game assets of all agreed scenes in Episode 2 and Episode 1;
  • Animated art in the existing game in Unity engine.

Necessary Qualifications, Experience and Skills:

  • University degree (Bachelor’s degree or equivalent) in relevant discipline, for example art, animation, design;
  • A minimum of 5 years of relevant practical professional experience in the fields of 2D game art, design, animation, illustration with portfolio; 
  • Demonstrated professional experience and expert skills with developing 2D art for Unity based games;
  • Strong understanding of art fundamentals including visual design, shape language, colour theory, and lighting
  • Desire and ability to find creative solutions to artistic challenges and problems;
  • Industry experience;
  • Ability to work independently as well as collaboratively;
  • Gender sensitively/experience with diversity and inclusive representation.

Period of Assignment and Remuneration

The assignment is envisaged for 2 months, as of 1 August 2019.

Location: Consultant’s home office.

Remuneration will depend on the selected consultant’s qualifications and experience and will be in accordance with OSCE established rates.
