Background information:

The OSCE Project Co-ordinator in Ukraine is working on implementation of several initiatives related to promotion of dialogue in the country as part of overall response of the Organisation to crisis developments in and around Ukraine. To that end, ExB project “Dialogue for Reform and Social Cohesion in Ukraine” is looking for local experts, who meet necessary qualifications to prepare, organize and support dialogue efforts as facilitators. Those efforts consist of activities of various formats, which are focused on conflict prevention and/or mitigation, on establishing dialogue between different groups of Ukrainian society.

Please note that this vacancy has been issued in order to expand the expert base. Future assignments will be discussed with successful candidates additionally. The consultants will be required to work from home with the ability to travel if necessary.

Tasks:

The consultant will work under the supervision of the National Project Officer, designated by the OSCE Project Co-ordinator, and should fulfil the following tasks:

  • Provide tailor-made expertise supporting OSCE mediation, dialogue or crisis response efforts in Ukraine, related to gender responsiveness, national minorities, power-sharing;
  • Develop and update methodological guidelines, action plans, strategies as well as background notes for stakeholders on mediation and dialogue-related topics
  • Conduct risk assessment of conflicts in conflict-affected communities, map conflict actors and develop action plans to address the issues involved;
  • Plan and facilitate dialogue and peacebuilding sessions, define their modalities and dialogue tools to be used, monitor and evaluate effectiveness of the implemented measures by developing questionnaires and feedback forms and report thereon;
  • Contribute to the conducting of surveys, interviews and focus groups and other activities focused on establishing social cohesion and reconciliation;
  • Design and conduct interactive training, coaching and retreat sessions related to mediation and dialogue facilitation for a broad range of stakeholders, including experts, government officials and civic activists.

Necessary Qualifications:

  • University degree, preferably in political or social sciences, psychology, law or other related field;  specific trainings on mediation and dialogue facilitation would be an asset;
  • Minimum two years of experience in the field of conflict resolution through meditation and dialogue facilitation in Ukraine; experience of work with international organizations would be an asset;
  • Demonstrated knowledge of a local dialogue culture, perceptions and sensitivities, dialogue dynamics and processes;
  • Substantial experience in conducting conflict analysis, designing, implementing, monitoring dialogue activities and reporting thereon, as well as coaching and conducting capacity-building trainings on dialogue facilitation;
  • Excellent analytical, communication and negotiation skills;
  • Professional fluency in Ukrainian and Russian, knowledge of English would be an asset;
  • Computer literacy (especially related to presentation software).

 Remuneration Package:

According to the PCU consultancy fees guidelines.
