Tasks and Responsibilities

Under the supervision of the Chief of the Law and Justice Sector, the incumbent is responsible for:

  1. Participating in the review of draft legislation and policies for compliance with human rights, rule of law and other international standards;
  2. Monitoring, analysing and reporting on a broad range of human rights and rule of law issues in Kosovo, and takes an active part in implementing projects improving institutional capacities as well as human rights and rule of law proficiency of legal officers;
  3. Participating in the Section's tasks of monitoring the development and implementation of the legal framework to ensure that the rights and interests of all communities are adequately protected and that members of all communities have access to effective legal remedies;
  4. Providing rapid legal analysis on issues that arise in the Mission area and follows up on recommendations internally or with responsible external authorities;
  5. Becoming familiar with and stays informed on all areas of Kosovo legislation relevant to human rights and community rights and informs/advices the Department and Section thereof;
  6. Maintaining close co-operation with officials from other international organisations, local authorities and nongovernmental organizations to achieve human rights, rule of law and good governance objectives;
  7. Performing other duties as assigned;

     Necessary Qualifications     

  • First-level university degree in law.
  • Minimum of two years of professional experience in the legal professional field, with a good understanding and awareness of international legal standards and instruments, and of the laws and legal procedures applicable to the mission area and neighboring jurisdictions; some of the working experience should have been acquired in an international organization or a mission environment; demonstrated organizational, analytical, communication and interpersonal skills.
  • Computer literate with practical experience in Microsoft packages.
  • Excellent written and oral communication skills in English and local languages.
  • Knowledge of other local languages is an asset.
  • Ability to work with people of different nationalities, religions and cultural backgrounds.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
  • Holding a valid driving license.

 

Remuneration Package     

Monthly remuneration, subject to social security deductions is 1,565.33 Euro/month. Social benefits will include participation in the OSCE group medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
