The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions. The Documentation Centre in Prague’s (DCiP) mandate is keeping the institutional memory of the Organization and spreading information on the OSCE through various outreach activities. DCiP is the home of the CSCE/OSCE archives, thus, an important part of its activities relate to maintaining and updating various archival collections, including their digitalization, renaming and saving. The researchers working under certain conditions in the DCiP premises and library (Researchers-in-Residence) are also assisted by the DCiP.

The DCiP is the central repository of CSCE/OSCE legacy documents. The Centre preserves and makes documents available to OSCE participating States, academic researchers and the public. The documents are maintained in the Centre library and archives, on the OSCE public website, and on the OSCE internal documents management system. The Centre also co-ordinates an annual series of meetings known as the OSCE Economic and Environmental Forum that provides opportunities for international dialogue on economic and environmental issues linked to security.
