Background information for the Task 1

In 2017-2018 the OSCE Project Co-ordinator in Ukraine (PCU) conducted trainings for social service providers and psychologists on psychological rehabilitation in 13 regions. The PCU developed and piloted a manual on psychological rehabilitation of conflict affected population. It is planned that the manual will be disseminated throughout all regions of Ukraine and will be used by psychologists and social service providers for psychological assistance to conflict affected population. Given the need to continue training for /of Ukrainian social service providers and psychologists in this field and following the request from Ministry of Social Policy of Ukraine, in 2019 the PCU will hire national experts to conduct similar trainings in 12 more regions. The trainers will provide a complete set of tools, techniques and templates on how to deal with different groups of conflict affected population. The PCU will invite governmental and civil society representatives to promote better co-ordination in providing psychological rehabilitation for conflict-affected population.

Background information for the Task 2

In 2009-2011 the OSCE Project Co-ordinator in Ukraine (PCU) supported the development of Ukrainian first corrective programme for domestic violence perpetrators and further trainings for social service providers. Besides that, in 2011, the PCU facilitated the development of the training manual for practitioners on the implementation of corrective programme for domestic violence perpetrators. With new Ukrainian Law on Preventing and Combating Domestic Violence adopted in 2018, at the request of the Ministry of Social Policy of Ukraine (Ministry), the PCU supports its implementation, in particular in the area of building capacity of local psychologists to implement corrective programme for domestic violence perpetrators. In the previous two years the PCU assisted the Ministry in enhancing the capacity of local psychologists in nine regions of Ukraine. In 2019, following these developments and current request from the Ministry of Social Policy, the PCU will hire national experts/trainers to conduct three-day trainings on the implementation of this corrective programme in seven more regions.

Additional information will be provided to the successful candidates.

Please note that this is a consultancy assignment of approximately 30 working days. The tasks will be divided between experts according to their working experience. The consultants will be required to travel to deliver trainings in different regions of Ukraine.

Task 1

Based on the earlier developed manual and course mentioned above, the engaged national experts will be tasked to:

  • prepare the training agenda, pre- and post-training questionnaires and hand-outs (to be approved  by other trainers and the OSCE PCU);
  • conduct 3-day trainings for social service providers and psychologists (exact cities TBC at a later stage);
  • prepare and present a final report on the trainings (in Ukrainian).

It is expected that training module is to address, inter alia, the following issues:

  • Main psychological problems of conflict-affected population;
  • Principles, tasks and stages of psychological rehabilitation;
  • Main methods of psychological rehabilitation;
  • Basics of conflict-related psycho-traumatology;
  • Specifics of working with different groups of conflict-affected population (veterans and their family members, families of prisoners of war and of missing in action, families of dead, IDPs, as well as service providers, host communities, broader population);
  • Basic principles of psychodiagnostics;
  • Key principles of provision assistance to people affected by post-traumatic stress disorder (PTSD) as a result of conflict;
  • Key principles of provision assistance to children with PTSD;
  • Dealing with loss and psychological adaptation to consequences of injuries;
  • Violent and non-violent thinking; introduction to principles of non-violence communication; principles of psychological hygiene and dealing with professional burnout.

Task 2

Based on the earlier developed manual and course, the engaged national experts/trainers will provide a complete set of tools and techniques on how to conduct corrective programme for domestic violence perpetrators. The national experts/trainers will be tasked to:

  • prepare the training agenda, hand-outs and pre- and post-training questionnaires (to be approved  by the OSCE PCU);
  • conduct 3-day trainings for social service providers and psychologists (exact cities TBC at a later stage);
  • prepare and present a final report on the trainings (in Ukrainian).

It is expected that training agenda is to address, inter alia, the following issues:

  • understanding of the phenomenon and forms of domestic violence;
  • causes and consequences of domestic violence;
  • cycle of domestic violence;
  • psychological profile of a victim and a perpetrator;
  • victimization of domestic violence survivors;
  • reasons and consequences of co-dependent relationships;
  • the phases of corrective work with domestic violence perpetrators (based on the developed corrective programme and training manual for practitioners mentioned above);
  • principles, tools and practices of work with domestic violence perpetrators;
  • principles of group and individual psychotherapeutic work;
  • basics of conflict-related psycho-traumatology;
  • peculiarities of working with perpetrators - ex-combatants and their families;
  • psychological hygiene and dealing with professional burnout.

 Necessary Qualifications:

  • University degree in psychology;
  • Minimum 5 years of relevant professional experience at national and/or international level;
  • Proven in-depth knowledge and understanding of issues related to psychological rehabilitation to conflict-affected population, PTSD and/or domestic violence;
  • Experience in trainings delivering;
  • Experience in providing consultancy services/psychotherapy to veterans and/or psychotherapy to victims of domestic violence and corrective work with perpetrators;
  • Excellent command of Ukrainian, with exceptional oral and writing skills;
  • Computer literacy;
  • Self-discipline and ability to work against deadlines.

Remuneration Package:

According to the PCU consultancy fees guidelines.
