Background:  
     
   

This is an extra-budgetary position. The initial contract will be issued for a period of one year, with a possibility of extension subject to availability of extra-budgetary funds.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

The incumbent works under the direct supervision of the Chief of the Legislative Support Unit and performs, for a project Strengthening Inclusive and Accountable Democratic Institutions in the OSCE Region,  ICT technical assistance tasks for the supervisor and for the unit’s professional staff within the Democratization Department.

     
Tasks and Responsibilities:  
     
   

Under the direct supervision of the Chief of the Legislative Support Unit, Democratization Department, the incumbent performs the following duties:

  • Assists with the maintenance of ODIHR’s online legislative database (www.legislationline.org);
  • Researches, collects and uploads legal data (legislation, case-law, international instruments and documents, ODIHR legal reviews and reports etc.) and regularly updates uploaded legal data in all fields pertaining to the Human Dimension;
  • Explains and assists with the technical details of providing data for the web-site; verifies the accuracy of this data and relevance to the planned location on the web-site;
  • Collects, compiles, formats, and processes all laws, including constitutional texts, criminal codes, criminal procedure codes and post them in the country and thematic sections of the web-site;
  • Raises awareness of www.legislationline.org and its contents on a regular basis;
  • Assesses the impact of www.legislationline.org on a regular basis, and develops tools and systems to enhance impact;
  • Maintains and seeks to develop networks for the sharing of information about new legislation, within ODIHR and the OSCE (including field operations), and externally with universities, libraries, NGOs, international organizations and agencies, and other legislative databases; 
  • Keeps record of the follow-up developments to legal reviews or legislative assessments;
  • Assists in conceptualizing various technical improvements to the web-site;
  • Works with ODIHR IT and outside web developers in order to implement the developments;
  • Provides assistance in organizing public events and presentations;
  • Perform other duties as required.
     
Necessary Qualifications:  
     
   
  • Completed secondary education; supplementary basic studies or training in ICT matters desirable;
  • Minimum four years of related work experience;
  • Ability to work with various computer programs used in web development. Experience in working with content management systems and with Google Analytics would be an asset;
  • Good research skills;
  • Excellent written and verbal communication skills in English. Knowledge of other OSCE languages, in particular Russian, highly desirable;
  • Ability to work independently;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package:  
     
   

Monthly remuneration, subject to social security deductions, is approximately PLN 6,900. OSCE salaries are exempt from taxation in Poland.

Social security will include participation in the Cigna medical insurance scheme (current approximate deduction for a staff member is 46 Euro) and OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System for general services employees.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
