Background    
     
   

Inclusive elections, where all eligible citizens could exercise their right to vote and to be elected, are central to democracy. Inclusive elections should ensure, among others that women and men can participate equally, without barriers, in the electoral process. The OSCE Mission to Skopje (the Mission) took note of the State Election Commission (SEC) of the Republic of North Macedonia intent to improve the perspective of gender equality and mainstreaming in its work.

The SEC intends to review its activities and identify and address any shortcomings, and the Mission will support SEC in initial activities by conducting a gender assessment of the extent to which issues pertinent to gender equality are considered by the SEC in its activities. It is expected that the gender assessment will establish a baseline on the current state of practices to promote gender equality within the SEC’s work. Development of a gender strategy and action plan of the SEC for gender-responsive institutional and electoral management would be carried out as a next step in 2020. The gender assessment of SEC will be conducted in a consultative process, by a team composed of an international expert and a national expert, guided and supported by the OSCE Mission to Skopje team. The international expert with expertise in both areas – gender and electoral processes, engaged by OSCE/ODIHR, will work in a team with a national expert with expertise in gender equality, gender research and analysis, engaged by the OSCE Mission to Skopje.

     
Tasks and Responsibilities    
     
   

Under the guidance and input from the Mission’s Democratic Governance (DG) team, the national expert will conduct gender assessment of the SEC’s institutional structures, internal processes, rules, norms and organizational culture and will prepare an assessment document with concrete conclusions and recommendations for better gender equality-focused interventions for SEC. More specifically the expert will:

  1. Analyse relevant documentation, legislation, internal SEC’s documents and national practices (such as: Electoral Code, the Provisional Rules of Procedure of the SEC, the Law on Public Sector Employees, Law on Public Servants, Strategic Plan of the SEC, Rulebook on the Internal organization and Scope of Work of the Professional Service of the SEC etc.);
  2. Together with an international expert develop a methodology, including the instruments (questionnaires, interview questions or other)  for a gender assessment of SEC activities which will allow examination of  SEC’s internal management policies, practices and organization from a gender perspective;
  3. Conduct a gender assessment of the SEC in accordance with the proposed methodology in order to review operational effectiveness of SEC from a gender equality perspective (questionnaires, interviews, focus groups or similar in accordance with the proposed methodology). The national expert will be fully supported by OSCE Mission to Skopje’s team.
  4. Facilitate and guide two participative workshops with SEC members and staff;
  5. Systematize the collected input and draft a document with collected data in English language. This document will serve as a basis for the final assessment report and will be shared with an international expert;
  6. Together with the international expert and the Mission’s DG team, produce assessment report in English language which will include: background, methodology, analysis, findings, conclusions, recommendations for gender mainstreaming and gender equality-focused interventions for SEC;
  7. Present the assessment findings and recommendations to the SEC.

Deliverables:

The team of experts, guided by the Mission’s DG staff will develop a gender assessment report of SEC in English language which will include: background, methodology, analysis, findings, conclusions, recommendations for gender mainstreaming, gender equality-focused interventions for SEC and international best practices. Once finalized the assessment report will be translated in the Macedonian and Albanian languages and will be presented to SEC representatives latest by 30 November 2019.

 

     
Necessary Qualifications    
     
   
  • Citizenship of or permanent residence in the Republic of North Macedonia 
  • Master’s degree in any of the related areas: gender, humanities/social sciences, law, political sciences, human rights or similar
  • At least five years of work experience in the area of gender equality and mainstreaming
  • Substantive research and analysis experience in the area of gender equality
  • Knowledge and understanding of the research techniques and methodologies, including excellent analytical and drafting skills
  • Knowledge and understanding of the electoral system and elections administration of the Republic of North Macedonia
  • Strong understanding of the links between electoral processes and gender issues
  • Ability to work as a member of a team composed of individuals of different cultural and political backgrounds, while maintaining impartiality and objectivity
  • Computer literate with practical experience in Microsoft applications
  • Excellent written and oral communication and presentation skills in Macedonian and English language
  • Previous engagement with other international organizations is an asset.
     
     
Remuneration Package    
     
   

For the services provided, the National Expert will be remunerated a total of 1,400 EUR (lump sum).

The period of engagement is June to November 2019. 

The payment will be done in one instalment after successful completion of the services requested for the respective period.
