In common practice, Media Councils (or Press Councils) generally have two primary functions.

The first is the administration of an agreed Code of Conduct and the investigation of complaints from members of the public about editorial content in the media. The second is the defence of press freedom. Some Media Councils fulfil explicitly only the first function – but in doing so must balance the rights of the individual and the rights of the press to freedom of expression.

The Tajik Media Council (TMC) being the only media self-regulatory authority in Central Asia, started its actual operations in 2010 on the basis of the Code of Ethics adopted in 2009. The main goals were and still are the protection of freedoms of media and journalists and the improvement of the general quality of journalism in the country. These short-term and long-term goals are being implemented until present. Until 2018, 70 cases were examined. Some decisions of the TMC are public, others – non-public.

The TMC founders and members have different motivation to participate in the activities of the Council and there exist different types of opinion on the functions and activity areas of the organization.

Objective:

The OSCE POiD Media Unit will facilitate organization of a roundtable with the aim to discuss the opportunities and challenges of media self-regulation in Tajikistan, as well as to present and discuss the three-year strategy and action plan of Tajik Media Council developed by the POiD hired international expert in February - April 2019.

It is expected that at the roundtable there will be present 60 participants that will include 5 representatives from the regions of Tajikistan, representatives of the Parliament and Government of Tajikistan, journalists, editors in chief, representatives of international community of Tajikistan that are active in the field of media development. It is expected that the participants of the roundtable will draft list of recommendations to improve media self-regulation mechanism in Tajikistan that will be submitted to the Tajik Media Council and distributed among Tajik media outlets.

Therefore, the Office requires services of an international expert who can deliver a presentation on international standards and guidelines on the media councils, their goals and activity areas for the participants of the roundtable.

     
Tasks and Responsibilities    
     
   

The international expert will be tasked to:

1. Design, develop and make a presentation for the participants of the roundtable on the following topics:

The nature of media self-regulation and basic functioning of a press council

  • Media self-regulation versus regulating the media
  • A credible alternative to court procedures
  • The major challenge: ensuring the public know they can complain
  • Time limits on complaints are necessary

Press councils in the OSCE area

  • Questions to ask before setting a press council
  • Press council structure and rules
  • Members and board members of a press council
  • Members responsible for handling complaints
  • Financing a press council
  • Developing press councils in new democracies

Codes of ethics are essential for responsible journalism

  • The content of every code of ethics is unique
  • Setting up a code of ethics: the role of media professionals
  • Setting up a code of ethics: the role of government and society
  • Codes of ethics should be revised regularly and promoted

2. Make interventions, answer questions and provide expertise opinion during the discussions of the roundtable;

2. Draft list of recommendations on behalf of the roundtable participants;

3. Develop a narrative report upon completion of the roundtable.

Organizational Setting

The international expert will work under direct supervision of the OSCE POiD Media Officer.

Inputs

The OSCE POiD Media Unit will provide the national expert with the necessary information and materials for the fulfilment of the task.

Deliverables

  • Presentations and hand-outs for participants on the topics indicated in the part Scope of Work and Expected Outputs;
  • Draft recommendations on behalf of the roundtable participants;
  • Narrative report up on completion of the roundtable.

 

     
Necessary Qualifications    
     
   
  • Advanced university degree in journalism, economy, political science, technology or related fields;
  • Very good knowledge of media self-regulation mechanism in European countries;
  • Good knowledge of fundamentals of journalism, media issues and media analysis and their implementation in the context of media self-regulation;
  • At least ten years of professional experience in the field of media and/or media self-regulation;
  • Good knowledge of the particularities of media in Central Asia and particularly in Tajikistan;
  • Knowledge of the country’s current situation and challenges with regard to political, economic, social and cultural freedoms;
  • Good understanding of media environment in Tajikistan;
  • Knowledge of Russian and/or Tajik language will be an asset;
  • Personal qualities: responsibility, creativity, flexibility and punctuality;
  • Proven commitment to the core values of the OSCE; in particular, is respectful of differences of culture, gender, religion, ethnicity, nationality, language, age, disability or other status;

Remuneration Package    
     
    The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
